The National Programme Officer, under the direct supervision and guidance of the Senior Planning and Co-ordination Officer, provides programmatic support to all programme and project activities related to the OSCE Academy (“the Academy”) portfolio of the Office of Head of Mission (OHoM). |
|

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Assists the Senior Planning and Co-ordination Officer in drafting, reviewing and editing project documents (concepts, proposals, amendments and notes) as well as inputs for the Unified Budget Cycle documents (Programme Outline, Unified Budget Proposal and Programme Budget Performance Report) for the OSCE Academy project;
- Collects, reviews, registers, reports and maintains information and documentation on the Academy project; to this end, the incumbent liaises with the Academy management and staff and reports back to the Senior Planning and Co-ordination Officer on the Academy needs and progress and identifies specific problems and solutions; monitors and follows up on the implementation progress of the project; maintains institutional memory to record project history; serves as the DocIn focal point for the Academy project: finds documents stored in DocIn, makes information available to others, upload to and manages information in DocIn;
- Assists the Senior Planning and Co-ordination Officer in fundraising activities for the ExB segment of the project; keeps contact with project donors and focal points in the OSCE Secretariat, responds to donor and Secretariat inquires, prepares and circulates reports and other needed documents;
- Prepares necessary project documentation, including agreements and budget requirements, in close co-operation with the Fund Administration Unit (FAU); liaises with the FAU on administrative and technical requirements of project activity implementation; follows up and keeps records on project expenditures and overall financial status; prepares Purchase Requisitions and Purchase Orders; assists in preparation of financial reports for project expenditures as needed;
- Attends and contributes to briefings for visiting delegations; conducts field visits and participates in subsequent discussion and decision making regarding follow-up activities; Attends internal and external meetings and takes minutes as requested;
- Maintains, monitors and updates an events calendar, in close consultation with the focal point at the Academy;
- Translates, where needed, project documents, such as project factsheets, from English to Russian;
- Performs other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in development studies, business administration, economics, political science, international relations, education or related field;
- At least two years of relevant work experience;
- At least one year of work experience with project management;
- Proven professional-level written and oral communication skills in English and Russian and a local language;
- Advanced computer literacy with practical experience in Microsoft Office applications.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1531.91 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. |
