Background    
     
    The National Programme Officer on Inter-Communal Relations is responsible for maintaining an overview of all issues in Kyrgyzstan pertaining to reconciliation, conflict prevention and peace-building, with a particular focus on inter-communal relations and vulnerable groups. Such a mandate would include but not be limited to the incumbent covering reporting-related issues and defining and managing project activities on topics related to inter-ethnic relations, youth, and other vulnerable groups. The incumbent will also keep the Head of the Politico-Military Dimension fully informed of his/her activities and will involve the Head of Politico-Military Dimension in his/her planning, and, where necessary, seek his/her administrative approval.
     
Tasks and Responsibilities    
     
   
  1. Provides analysis and advice to the Head of the Politico-Military Dimension on all issues and developments related to inter-communal relations, including but not limited to inter-ethnic relations, youth and other vulnerable groups;
  2. Having established good working relations with government and civil society representatives and also through meetings, local contacts or other sources, assesses and reports on relevant developments taking place in Kyrgyzstan in the sphere of inter-communal relations, youth, and other vulnerable groups including through the drafting of relevant background reports, food-for-thought papers, and input to the POiB’s regular reporting;
  3. Contributes to defining the strategy and necessary resources for the Politico-Military Dimension programme through the Programme Budgeting process;
  4. In co-ordination with the Head of Politico-Military Dimension, contributes to the development, co-ordination, implementation and evaluation of projects related to reconciliation, conflict prevention and peace-building in Kyrgyzstan;
  5. Coordinates with the Police Co-operation Officer in developing, coordinating, and implementing projects related to police and community security when there is an overlap with issues related to inter-communal relations, youth, and other vulnerable groups;
  6. Coordinates with the National Border Management Officer in developing, coordinating, and implementing projects related to border security when there is an overlap with issues related to inter-communal relations;
  7. Coordinates with the National Counter-Terrorism Officer in developing, coordinating and implementing projects activities related to countering and preventing violent extremism and radicalization that lead to terrorism (VERLT) when there is an overlap with issues related to inter-communal relations;
  8. Coordinates with the Human Dimension in developing, coordinating and implementing projects in the sphere of the mass media as they may relate to inter-communal relations, youth, and other vulnerable groups;
  9. Coordinates with the Head of Economic and Environmental Dimension as well as the Head of Human Dimension in developing, coordinating and implementing cross-dimensional projects related to inter-communal relations, youth, and other vulnerable groups;
  10. Supports the Head of Politico-Military Dimension in ensuring the full implementation of the Politico-Military Activities programme in compliance with the OSCE’s Common Regulatory Management System (CRMS);
  11. Ensures all projects under his/her direct supervision are adequately monitored, controlled and reported on;
  12. Assists in arranging OSCE events, inter alia, visits to the area by OSCE delegations, as well as other events with OSCE participation when such visits have a thematic focus on inter-communal relations, youth, and other vulnerable groups;
  13. Identifies local and international stakeholders relevant for the fulfilment of the programme, including reporting and analysis; maintains regular communication with them;
  14. As directed by the Head of Politico-Military Dimension, represents the OSCE and the Programme Office in Bishkek on advocating for the fulfilment of politico-military commitments to external audiences;
  15. Directly supervises Senior Programme Assistants (G6)/Project Assistants (G5) working within the same portfolio;
  16. Performs other duties as required.

Necessary Qualifications    
     
   
  • University degree in International Studies, Public Policy, Political Science, Law, or related fields;
  • Minimum 2 years of relevant professional experience on inter-ethnic issues and conflict prevention mechanisms as well as combating transnational threats;
  • Established experience in liaising with governmental and non-governmental organizations;
  • Knowledge of regional political history and developments in the country and of OSCE principles and commitments;
  • Established experience in identifying potential relevant programmes and projects and their subsequent implementation, monitoring and reporting;
  • Excellent written and oral communication skills in English and Russian and in the local language;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1351.58 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
