Tasks and Responsibilities:
Under the direct supervision of the Chief of Media Section, and the overall supervision of the Deputy Director of the Democratization Department, the incumbent performs the following functions:
Develops, drafts and implements activities of the Media Section’s unified budget project and extra budgetary projects, focusing on the Section’s core areas of Tailored Support to Media Institutions, Media Literacy, Expanding the Media and Public Relations Capacities of Public Institutions, and Support to Media with Pronounced Emphasis on Non-Majority Media and Female Journalists. Takes overall responsibility for assigned activities under the supervision and guidance of the Chief of Media Section; ensures that the activities and project are successfully implemented in accordance with its objectives throughout the project cycle, including designing action plans, budgets, implementation plans, final reports and evaluation;
a.) Drafts and implements activities outlined in project documents, including administrative and reporting requirements;
b.) Prepares on own initiative or with the assistance of the supervisor, reports and activities; evaluates project proposals especially in the field of freedom of media and media literacy and submits them to HQ Department staff for approval and funding; estimates costs for project components (fees for local and International trainers, travel cost, rent for training rooms, training and printed course material, stationary);
c.) Develops an implementation plan, including measurement indicators and evaluation for activities to be implemented in the field;
d.) Adapts project activities to local conditions and ensures that a coherent approach is followed in the geographical area throughout activity and project implementation; performs all related support activities within established time-frames achieving accountability for project results and long-term sustainability;
e.) Provides regular written and verbal feedback, in particular written progress reports during the implementation phase of the activities assigned and contributes to composing the final self-evaluation report at the conclusion of the project. The final report includes a segment on the evaluation of project activities and detailed suggestions for follow-up and improvement on design and implementation.
Conducts research on the role of media, the safety of journalists, media literacy, and status of media pluralism and freedom of media in the mission area;
a.) Conducts research and collects data on relevant media topics to compile background information for project activities and write summaries of latest trends pertaining to the safety of journalists;
b.) Keeps in regular contact with other international and local actors working on safety of journalists and media literacy issues, including associations of journalists, the Kosovo-based international community, and the OSCE Office of the Representative on Freedom of the Media;
c.) Provides programmatic advice to the Chief of the Media Section on further development of media, including on the safety of journalists and media literacy;
Drafts policy papers, summaries, and recommendations or conclusions derived from international and local reports and recommendations/results from past Media Section projects;
a.) Under guidance from the Chief of Media Section and/or Director of Democratization, drafts policy papers and recommendations derived from the project’s activities and outcomes;
b.) Informs or shares drafted information with the relevant actors to expand project ideas and to formulate activities;
Under direct supervision of the Chief of Media Section, provides advice to professional associations of journalists, media outlets, international organizations, the University of Prishtinë/Priština, media development civil society groups and relevant media institutions;
a.) Coordinates with international stakeholders as well as regional media institutions to assess latest trends and media developments to convey to appropriate local and international actors and Mission personnel.
Establishes working relations and coordinates with the Office of the OSCE Representative on Freedom of the Media, the International Federation of Journalists and other local and international actors on media related issues, in particular on media literacy;
a.) Establishes and maintains contacts in order to receive and disseminate information on media developments, donor meetings focusing on media literacy issues in and outside the OMiK mission area;
b) Informs or shares information with the relevant actors to expand project ideas and to formulate projects;
Under guidance from the Chief of Media Section, drafts relevant written summaries and inputs; and provides relevant written and verbal communication, such as: quarterly analytical reports, presentations, briefing notes, inputs to various mission tasks, etc;
Performs other duties as assigned.
Necessary Qualifications:
Remuneration Package:
Monthly remuneration, subject to social security deductions is 1565.33 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
