Job Title: National Programme Officer
Organization Name: OSCE Programme Office in Nur-Sultan
Background: Under the direct supervision of the Human Dimension Officer and the general supervision of the Head of Office the incumbent serves in the Human Dimension (HD).
The human dimension is focusing on the development of civil society, rule of law, the election system, combating trafficking in human beings as well as freedom of the media and rights of persons belonging to national minorities.
Regional projects in the human dimension may include assistance in arranging OSCE regional events, visits to the area by OSCE delegations, or other events with OSCE participation. The Office shall facilitate contacts and develop relationships between the authorities, civil society and academic institutions of Kazakhstan on the one hand and the Chairmanship-in-Office and relevant OSCE executive structures on the other, as well as maintain contacts with the central and local authorities, civil society organizations and academic institutions of Kazakhstan and concerned international organizations.

Tasks and Responsibilities: Under the direct supervision of the Human Dimension Officer (HDO), as National Programme Officer, you will perform the following project management, analytical, reporting, monitoring, networking and partnership building duties:

Necessary Qualification:
Education: University degree in political or social sciences, international or public law, international affairs or similar subjects. Master’s degree and specialization in human rights, humanitarian law is a distinct advantage. Studies or working experience in the countries with exemplary human rights records is a distinct advantage.
Experience: At least two years practical experience in the fields of human rights and fundamental freedoms, governmental or civil society fields protecting or defending human rights and fundamental freedoms, with experience in programme implementation and budgetary planning.
Knowledge of the domestic legal system and state institutions of Kazakhstan, particularly related to human rights and the international and regional human rights systems (UN and OSCE in particular) is a distinct advantage. An advanced university degree in combination with other qualifications may be accepted in lieu of the number of years of working experience.
Computer literate with practical experience with Microsoft applications.
Languages: Excellent written and spoken communication skills in English, Kazakh and Russian languages.
Other: Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package: Monthly remuneration is EUR 2,072. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
