Vacancy
A vacancy has arisen in the Headquarters of the OSCE Presence in Albania for a National Programme Officer, Local Governance (NP1) within Governance in Economic and Environmental Issues Department.
Tasks and Responsibilities:
Under the supervision of the Head of Department, the incumbent performs the following tasks:
1. Carries out research on issues pertaining to regional good governance, especially at local level, in several potential areas of activities including those related to the principles and practices of good governance at central and local level;
2. Provides analysis, comments and reports on draft policy documents, strategies, and legal acts prepared by government institutions related to good governance, especially at local level, in several potential areas of activities as directed by the Head of the Governance in Economic and Environmental Issues Department and in cooperation with the national and international experts
3. Prepares summaries and briefs on such matters and is expected to take an active interest in furthering them by taking initiatives to suggest new areas of work, new methodologies and to achieve progress on these issues.
4. Establishes and maintains contacts with civil society as well as with relevant government officials and institutions on good governance, especially at local level, in several potential areas of activities and provide input to the formulation of the strategic priorities;
5. Provides support with own expertise, drafting project documents for the government in the implementation of the projects related to good governance, especially at local level, in several potential areas of activities at central and local level.
6. Analyzes and identifies urgent project requirements of the country not addressed by other agencies; formulate proposals for those strategic priorities in consultation with the Head of Department.
7. As instructed by Head of Department implements projects; undertakes administrative and consultative tasks for the implementation of a project or an activity; identifies problems and proposes specific actions to be taken to expedite delivery of inputs; drafts comments on designated aspects of project progress and input to programme monitoring; drafts projects revisions including adjustments to individual project budgets, on the basis of changed work plans.
8. Monitors and reports to the Head of Department on the on-going project work and collaborate with national counterparts or partner CSOs of joint projects.
9. Monitors national developments relating to government and donors with regard to local governance, and provides project staff and their clients with thematic background materials and information on good governance especially at local level in several potential areas of activities;
10.Represents the Department and the Presence at the meetings, conferences, seminars, as needed and appropriate to specific duties
11. Performs other duties as assigned
Necessary Qualifications:
• University education in political sciences, social sciences, international relations, public policy, or law;
• A minimum of 2 years professional experience in public administration, relevant international organizations with special focus on decentralization, local governance and property issues;
• Demonstrable organizational, communication, analytical experience;• Professional fluency in English and Albanian, both oral and written;
• Establish and maintain contacts with civil society as well as with relevant government officials and institutions on good governance, especially at local level, in several potential areas of activities and provide input to the formulation of the strategic priorities;
• Computer skills and ability to operate all Microsoft Office applications;
• Ability to work with people of different nationalities, religions and cultural backgrounds, whilst maintaining impartiality and objectivity.
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
• Must be an Albanian resident.
Remuneration Package:
According to the fixed OSCE salary scale, the monthly remuneration is approximately 1,315 EURO, subject to National Social Security deductions which currently is approximately 90 Euro. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3, subject to specific conditions.
