Background    
     
   

OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. Based on the mandated priorities for the Mission, the Mission’s current activities are grouped in four main strategic areas:  Inter-ethnic relations, including early warning; Rule of Law, Democratic Governance; and Transnational Threats.

The OSCE Mission to Skopje is implementing the Extra Budgetary project “Assisting the National Authorities of the Republic of North Macedonia to Decrease the Risk of Weapon Proliferation and Misuse of Small Arms and Light Weapons (SALW)”. The Project aims to assist the Republic of North Macedonia to reduce the risk of weapon proliferation and misuse of SALW in the country through increasing the prevention, detection, analysis and investigative capacity of the Ministry of Internal Affairs (MoIA) and other Governmental Organisations.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Project Coordinator (PC), the selected candidate will be responsible for day-to-day project management duties within the project, supervising two assistants and coordinating closely with the other project team members and members of the Mission and the Secretariat who will support project implementation.

More specifically, the selected candidate will be responsible for:

1. Implementing the SALW project, through all steps of the project cycle, in accordance with OSCE performance-based programming and budgeting and project management standards, specifically:

a. Day-to-day project (cycle) management, e.g. planning, implementation, monitoring and control with regards to budget, human resources and administration;

b. Raising Purchase Requisitions (PRs) by using the ORACLE platform;

c. Coordinating the implementation process of total 5 activities (30 sub activities);

d. Providing support in monitoring/controlling of the operational plan as well as in risk management, advising appropriate responses to the emerging risks.

2.  Supervising and directly conducting project activities, namely:

a. Assisting in the selection and oversight of consultants and vendors;

b. Assisting the Project Coordinator in developing operational plans for activities and in day-to-day implementation and supervision of project activities;

c. Directly managing activities such as working groups, seminars, trainings, study tours, publications and others;

d. Providing budget-related support by maintaining an overview of project expenditure to include monitoring and controlling project budget funds during project implementation;

e. Preparing financial reports in line with project reporting requirements and draft project narrative reports for donors;

f. Participating in project evaluation and analysing project information and creating result-driven actions.

3. Maintaining contacts and coordinating activities with stakeholders and beneficiaries (supporting liaison with key partners in the Government, international organizations and agencies, international and local experts as well as OSCE institutions);

4. Performing other duties as assigned.

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • University degree in business/public administration, management or security;
  • At least 2 years of professional project management experience, preferably in international organization;
  • Computer literate with practical experience with Microsoft applications;
  • Preferably experience with ORACLE applications, Integrated Resource Management Application system, DocIn database;
  • Excellent planning, analytical and organizational skills;
  • Demonstrated experience and understanding of relationship building and fostering coordination among stakeholders;
  • Excellent written and spoken communications skills in English and local language(s);
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Holding a valid driving licence.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is approximately EUR 1,915.00.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
