Background    
     
    The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced candidate for the position of National Programme Officer, Environment, Water Management and Energy Security Unit for its Office in Dushanbe.
     
Tasks and Responsibilities    
     
   

Under the overall guidance of the Head of department and immediate supervision of the Water and Energy Policy Adviser, the incumbent performs the following duties:

  • Undertakes research for information and data on Disaster Risk Reduction (DRR) policies and regulations as well as on methodologies regarding risk identification and reduction, preparedness, financial protection and resilient recovery in Tajikistan from available sources (publications, reports, media, etc.) and identifies main issues related to DRR;
  • Analyses evidence and figures related to DRR activities and their governance, social-economic and environmental implications as well as elaborates reports for relevant bodies;
  • Coordinates with the other Office’s Units, Field Missions and the OSCE headquarters in Vienna in all above mentioned matters;
  • Drafts analytical reports (assessments, surveys, questionnaires etc.) on specific issues related to DRR in Tajikistan;
  • Contribute to developing the strategy and propose the allocation of resources for the Office’s interventions in the area of DRR, in line with OSCE Programme Budgeting standards and on the basis of needs assessment and research;
  • Identifies, proposes and designs programmatic activities and projects, including budget documents, in line with mandate of the Office and strategy of the Economic-Environmental Department in the sector of DRR and its implications;
  • Contributes towards the preparation of final drafts of the Program Budget proposal, program project implementation plan, planning of activities as per the OSCE requirements;
  • Supports implementing partners and consultants in improving their performance and deliverables, provides necessary assistance and suggestions in order to guarantee the correct implementation of the activities;
  • Assists in developing a follow-up strategy, including project outlines, documents and proposals as well as financial and other requirements related to the follow-up, in co-operation with implementing partners and governmental authorities;
  • Initiates, prepares, facilitates and implements all project activities including monitoring of developments and make adjustments and propose activities to achieve objectives of the project;
  • Plans, organizes and participates in field research and in this regard draft questionnaires, identifies target groups;
  • Plans, organizes and participates in meetings, conferences and other events related to assigned responsibilities, report on processes, recommendations and conclusions;
  • Oversees the drafting of relevant financial and administrative documents as requested for OSCE, donors and partners, including contracts with implementing partners;
  • Establishes and facilitates cooperation with relevant national and international partners from the government, independent governmental  bodies, religious institutions, civic society and relevant regional and international  organizations;
  • Liaises with OSCE Secretariat and other OSCE Field Missions, as well as with other donors in Tajikistan and in Central Asia;
  • Other duties as required.
     
Necessary Qualifications    
     
   
  • University degree in risk, disaster and resilience, climate change adaptation, economic sciences, public administration, environmental studies;
  • Minimum 2 years of professional level experience (preferably in international organizations) in the fields of DRR;
  • Proven experience in project management; previous experience in drafting project proposals, reports, conduct research and analysis; • Excellent knowledge and understanding of the DRR situation in Tajikistan;
  • Knowledge of Geographic Information Systems (GIS) and hazard analysis techniques and familiarity with the concepts of risk, disaster and resilience, climate change, environment protection, sustainable development;
  • Computer literate with practical experience in Microsoft office package;
  • Excellent oral and written communication skills in English and Russian, knowledge of Tajik would be an asset;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
