Background:

The OSCE Project Co-ordinator (PCU) in Ukraine is hiring a National Programme Manager to be in charge of the Human Security Programme. This is the OSCE’s senior position in Ukraine dealing with issues including police, gender equality, human trafficking, gender-based violence and conflict-affected populations. The ideal candidate will have the following qualities: be a thought leader in one or more of the programme’s fields; have written and verbal skills, in English and Ukrainian, to effectively convey key messages; have proven experience managing staff of 5-10 people; demonstrate mastery of SMART project management principles; have diplomatic skills in working with a wide range of governmental, nongovernmental and international partners; be committed to OSCE values and principles and will understand how the OSCE can add value in improving the human-security situation in the country.

Tasks and Responsibilities:

The incumbent works under the direct supervision of the Senior Project Officer and should perform the following tasks:

Identify objectives, outcomes and outputs for Human Security programme

• The Programme Manager should be well-informed of trends in the programmatic area, developments within the OSCE, priorities of key partners and stakeholders and other matters in order to make a substantial contribution to setting the course for his/her programme.

• He/she should have a well-grounded understanding of how to set S.M.A.R.T. objectives, outcomes and outputs and related indicators.

• Using the above knowledge, he/she will collaborate with senior management in setting objectives, outcomes and outputs for his/her programme.

Develop project portfolios that respond to the needs of Ukrainian partners and stakeholders and strengthen OSCE commitments, focusing on areas that have been identified as priorities

• Based on the above, the Programme Manager will work with his/her teammates in his/her programme to develop concrete projects that follow good project-management standards and are logically aligned with high-level objectives and results.

Supervise National Project Officers’ management of projects, ensuring that work is performed in accordance with OSCE standards. • The incumbent shall oversee implementation of UB and ExB projects by National Project Officers in his/her programme. He/she will provide advice and guidance to ensure all stages of the project cycle are executed in line with OSCE standards. • Where needed, he/she will provide expert thematic advice and input into project activities.

• The incumbent shall review and have programmatic approval authority for purchase request up to EUR 2,500 submitted by project officers under his/her supervision. For purchase requests above EUR 2,500, the incumbent shall review and make a recommendation for approval to the Senior Project Officer.

• He/she shall also review and programmatically approve implementing partner reports.

Report on outcome- and impact-level indicators, using well-founded monitoring and evaluation techniques, in a manner that is easily comprehensible to stakeholders

• The Programme Manager shall prepare entries to the Programme Budget Performance Report, donor reports and in other formats that report on progress toward outcomes and impact, where appropriate.

• To produce high-quality inputs, the programme manager needs to ensure that proper monitoring and evaluation plans are in place and are being executed, so that robust data is available for reporting.

Co-ordinate with partners and stakeholders inside and outside the OSCE

• High-level co-ordination in planning and implementing projects is imperative to fulfilling the PCU’s mandate and achieving expected results. As it is part of above activities as well, it’s time budget is just 10%.

• Within the OSCE, the Programme Manager should coordinate their activities with relevant structures, in particular the Office of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Transnational Threats Department’s Strategic Police Matters Unit, Gender Section and other units with the OSCE Secretariat and ODIHR. To do this, the Programme Manager should be fully aware of their current programming and plans that involve Ukraine, and ensure that they are aware of PCU’s plans and activities. To the extent possible, the Programme Manager should align their programmatic outcomes and results with other OSCE structures’.

• Outside the OSCE, the Programme Manager should regularly consult current and potential project partners, to seek opportunities to improve assistance in meeting OSCE commitments. • Also, the Programme Manager should ensure proper liaison with other international organizations and participating States, with the goal of coordinating strategic and implementation objectives, as well as exchange of information.

Other duties as assigned

Necessary Qualifications:

• University degree in law, gender, management, political science or social sciences;

• Minimum of 4 years professional experience;

• Demonstrated project management skills;

• Demonstrated thematic expertise;

• Excellent written and oral communication skills in English, Ukrainian and Russian;

• Computer literate with practical experience in Microsoft applications.

Remuneration Package Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
