Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of the Procurement Officer and overall guidance of the Chief of Procurement and Contracts, the National Procurement Officer is responsible for support in processing of procurement activities. This involves advisory role in the Procurement and Contracts Section/Procurement Unit and co-ordination with relevant staff in the Office of Administration and Finance. The incumbent also organizes tendering procedures and plays an important role in the coordination of activities within the Unit by supporting in planning for the procurement activities. The incumbent conducts market research and prepares statistical analysis required by the supervisor. More specifically:
1. Conducts tendering processes including high value procurements for the award of local window contracts and other purchases:
- Assists the Procurement Officer in distribution and follow up on of procurement tasks among procurement buyers;
- Drafts tender documents in co-ordination with the requesting unit and submits them for approval of Chief of Procurement and Contracts (CPC);
- Compiles comparative tables to analyze financial aspects of bids; drafts summaries of evaluation and reports from tendering processes for the approval by relevant authorities;
- Drafts requests for sole-source and exigency procurement, prepares justification for waiver of standard bidding procedure and makes initial recommendations;
- Answers queries from requestors on the status of purchase orders; monitors the performance of suppliers until delivery of goods to the Mission warehouse, ensures contractual obligations under the Mission's contracts are consistently met.
2. Supports the Procurement Officer (PO) in co-ordination of procurement processes for goods and services required by the Mission.
- Assists in the drafting of Terms of Reference for various high value goods and services;
- Clarifies and verifies the precise requirements of the requestor, keeping in mind the cost of items/equipment or services from market research, catalogues, technical specifications, quotations and product samples;
- Ensures proper application of procurement procedures; informs mission members of these procedures and verifies that they have been complied with;
- Negotiates with suppliers and recommends the course of action to the PO and CPC;
3. Supports in co-ordination and evaluates the work of one Senior Procurement Assistant (G6) and three Procurement Assistants (G5):
- Supports during section’s co-ordination meetings with the aim to organize activities in line with the workload and timelines.
- Participates in recruitment process for new Procurement Unit Members.
4. Conducts market research and screens suppliers, ensuring they meet OSCE requirements:
- Undertakes supplier visits, inspects facilities and equipment;
- Reviews requests for inclusion in the Mission's roster of suppliers, reviews relevant documentation (official registration, customer references etc.);
- Prepares procurement reports and statistics analysis for the PO and CPC;
5. Delivers training and presentations to Mission staff on purpose, activities and performance of the Procurement and Contract Management Section when requested.
6. Replaces PO when absent.
7. Performs other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- Ukrainian citizenship or holding permanent resident status in Ukraine;
- First level university degree in business administration, commerce, supply chain management, economics or related field;
- Minimum 4 years of working experience in the purchasing field, preferably in an international environment (private or public);
- Established knowledge of procurement procedures;
- Computer literate with practical experience in Microsoft packages;
- Knowledge of international ERP systems such as Oracle or SAP would be an asset;
- Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Flexibility and ability to work under pressure and with limited time frames.
- Experience in complex technical projects will be an asset.
- Experience in working with international organisations and knowledge of public procurement procedures will be an asset.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 2,151.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale. |
