The National Policy Officer, under the direct supervision and guidance of the Senior Policy Adviser (SPA), provides research, analysis, monitoring and reporting support on policy issues related to the development, implementation and management of all programmatic activities of the OSCE Programme Office in Bishkek (POiB), including OSCE regional projects. The Officer provides support for the consultations conducted within the framework of the consultative mechanism between the Ministry of Foreign Affairs of the Kyrgyz Republic, as well as for policy and programme reviews. The Officer coordinates the timely preparation and submission of related reports that contribute to the effective realization of the mandate-regulated programmatic work of the POiB and support the work of the senior management. |

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Continuously acquires and maintains an accurate, detailed and up-to-date knowledge of the social, political, and economic developments in the country; verifies and update the existing information in terms of accuracy and completeness; proposes, advises, uses and verifies the application of proper methodological tools for information collection techniques and information storage methods; analyses trends and developments in the country and the region and advises the SPA on relevant issues of interest, with potential to influence the POiB and its activities;
- Conducts research and prepares draft background documents, programmatic and ad-hoc reports, writes talking points, meeting notes, presentations, speeches and other final drafts, as directed by the SPA; coordinates the production of technical and policy studies and provides input to a wide variety of documents;
- Maintains continuous co-ordination with POiB programmatic and other units for the purpose of effective reporting; maintains knowledge of the programmatic work of the POiB; keeps aware of the newest relevant developments in the area of monitoring, evaluation and reporting; at the guidance of the SPA delivers training activities to the POiB programme specialists on monitoring and reporting principles, practices, methods and standards;
- Assists the SPA in developing and maintaining contacts with the representative of government, political parties, civil society organizations, media and international partners in the country;
- Carries responsibility for the continuous and accurate recording of data in the SPA unit databases;
- Attends internal and external meetings, at the request of the SPA, and prepares informative and succinct notes on these meetings, including advise on the necessary follow-up activities;
- Performs any other duties as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in political science, international affairs, regional studies, peace and conflict studies, public policy, research methods or related area is required;
- At least four years of relevant experience in policy research or analysis, including working on information monitoring, information management and drafting reports;
- At least two years of experience working with governmental or international organizations in areas such as security sector, good governance, elections, or economic and political development;
- Proven professional-level written and oral communication skills in English and Russian and a local language;
- Advanced computer literacy with practical experience in MS Office (Excel, Word, PowerPoint) including data storage and visualization in Excel.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1567.16 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
