The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of National Outreach Officer with its Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities    
     
   

Under the supervision of the Head of Press and Public Information Unit (PPIU) and Deputy Head of PPIU, the National Outreach Officer implements the outreach strategy for the mission and coordinates the work of the media/outreach focal points on implementing the plan, including providing strategic level support/assistance to the public diplomacy activities carried out by the monitoring teams. The incumbent will ensure that PPIU’s administrative, procurement and budget tasks are performed in timely and efficient fashion. The National Outreach Officer will ensure coherence, unity of messaging and brand identification across the mission through public outreach activities. The incumbent will look for innovative ways to measure the effectiveness of the overall all outreach activities of the mission and will support media, public relations, and other Unit relations and monitoring activities. Excellent English written skills are an advantage for this position.

 

  1. Assisting in the implementation of the Mission’s outreach strategy. Creating an operation plan for various outreach activities across the monitoring teams;
  2. Performing administrative, procurement and budget tasks for the Press and Information Unit, PPIU. Monitoring overall budget related to the Public Information Unit, including outreach programming;
  3. Providing guidance and oversight to media/outreach focal points on developing and executing outreach activities in their areas and ensure coherence of messaging and brand identification;
  4. Researching and implementing best practices on how to improve public outreach/public diplomacy campaigns with a goal of improving public perceptions of the Mission;
  5. Mapping and Developing a network of key opinion makers and interlocutors from media, civil society, including think tanks and academia, with whom the Mission can engage at a strategic level (Ukrainian and international);
  6. Providing analysis on the impact of outreach activities on target audiences;
  7. Creating and distributing of material supporting outreach activities, in particular informational material for the teams;
  8. Coordinate media monitoring for clips/news about the organization. Maintain lists of media contacts;
  9. Maintaining subscriptions to online media, periodicals and periodicals database;
  10. Maintaining files and other resources of materials for the PPIU;
  11. Maintaining interdepartmental relationships as they relate to PPIU;
  12. Contributing to crisis communications management and support media, outreach and other Unit activities as required;
  13. Performing other tasks as assigned;
     
Necessary Qualifications    
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • A first level University degree in public relations, public diplomacy or communications or related field of social sciences, international relations, media studies or journalism;
  • Minimum two years relevant professional experience working with in the media or in public affairs/relations;
  • Professional fluency in English, Ukrainian  and Russian languages, excellent written and oral communication skills in the mentioned languages;
  • Demonstrated ability to oversee budgets and perform administrative tasks;
  • Computer literate with practical experience in Microsoft Office applications;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Desirable:

  • Journalistic background. Experience of working public affairs, professional communications or local or regional  media outlets;
  • Competence in print, electronic and social media and video media production and the mechanics of print and digital technology;
  • Excellent written English skills.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1785.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
