Background    
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Medical Officer to work in one of the assigned locations: Donetsk, Luhansk, Kramatorsk, Dnipro, and Ivano-Frankivsk.

 

The OSCE is committed to achieving a better balance of women and men within the Organization.

 

NOTE: This is a short-term position; expected duration of appointment/assignment is about of 5 months and 29 days.

Tasks and Responsibilities    
     
   

The National Medical Officer will be responsible for ensuring adequacy of health care for OSCE Mission members and making determinations as to the need for medical evacuations. The incumbent will actively participate in negotiations with suitable health care providers; will liaise with the OSCE Health Insurance Provider, as needed, to resolve administrative issues; will treat minor illnesses and refer employees to qualified local or foreign providers for more complex care; and provide health information and recommendation to all Mission Members. More specifically the incumbent is responsible for:

 

  1. Provide medical consultancy services to OSCE Staff to include prescription and dispensing of medicines, make referrals to local hospitals, clinics or specialists and determine in emergency medical situations, based on his/her knowledge of the adequacy of locally available facilities, all medical evacuation requirements;
  2. Refer staff to outside specialists as necessary; follow-up with outside specialists;
  3. Participate in addressing work environment and occupational health issues;
  4. Monitor and evaluate the adequacy and standards of the medical services being provided by the local doctors within Ukraine as well as their professional competence;
  5. Be available and willing to travel and replace National Medical Officer in other regions of the country, as required by the operational needs.
  6. Advise and consult with the local doctors and doctors outside Ukraine regarding medical related subjects, second opinions, referrals, medical evacuation, etc.;
  7. Manage day-to-day mission medical support operations by ensuring availability of supplies and proper functioning of medical equipment;
  8. Disseminate updated medical data and information from the World Health Organisation (WHO) and other such agencies on the prevention and control of infectious diseases, immunisation and other related medical subjects;
  9. Recommend appropriate training programs implemented to maintain and develop the medical capabilities (e.g. health education, HIV/AIDS prevention, first aid and CPR), use of defibrillators; cooperate with SMM Learning and Development Unit when required for delivering training.
  10. Co-ordinate and collaborate with UN, International and Local NGOs, on matters relating to their medical programs;
  11. Attend medical conferences, meetings, and congresses etc., required for updating in various medical- fields in order to maintain the highest standards of health care and also for extension of medical licence (through achieving CME credits);
  12. In cooperation with SMM Medical Officers and Chief of Medical Unit, contribute to the preparation of relevant standard operating procedures (SOPs), policies, and newsletters.
  13. Perform other tasks as assigned.
     
Necessary Qualifications    
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Registration to practice medicine in Ukraine, category one or higher.
  • Doctorate in Medicine; (M.D/PhD). Residency in one of the medical specialities, preferable general/internal medicine with solid knowledge of Emergency Medicine
  • Minimum six years of progressive clinical experience in the medical field with additional knowledge of Public health and Occupational health.
  • Computer literate with practical experience with Microsoft applications;
  • Holding a valid driving license;
  • Experience in working with international organisations;
  • Experience in management and supervisory position within the medical field;
  • Besides professional fluency in Ukrainian and Russian, excellent English language skills both written and oral are essential for this position.
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure, proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 3,183 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
