The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of National Media Officer with its Head Office in Kyiv.

NOTE: Initial duration of appointment/assignment for this post is until 31 March 2018, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission. Confirmation of post grade is pending completion of classification review.

Tasks and Responsibilities
     
   

The National Media Officer provides media and reputational management advice and support by preparing talking points and media lines, monitoring and advising on media trends and issues, organising and executing media events, and acting as a focal point during crisis communications. The incumbent is the focal point for the development of public messages for the Mission in coordination with the Head of PPIU and the Press & Public Information Officer.

Under the guidance and directions of Head of Press and Public Information Unit, the incumbent:

 

  1. Primary person responsible for drafting talking points and media responses for all incoming media queries and interview requests; monitors overall trends in the media, particularly Ukrainian and Russian media, and identifies media trends and issues; develops and maintains professional relationships with key Ukrainian and international media and responds to their queries in a timely manner; pitches stories to journalists/producers/bookers/ and organizes press briefings and other media events such as product launches; regularly monitors and evaluates media and outreach activities to evaluate impact and provide feedback on continuous improvement of SMM communication efforts, including sharing results of monitoring and evaluation with senior management.
  2. Acts as a focal point during crisis communications; offers advice on reputational and other media risks.
  3. Develops and helps deliver media/crisis communications advice and guidance for new/existing monitors; contributes to the development of the Mission Communications Strategy/Action Plan from a media perspective; supports the development and execution of public outreach activities.
  4. Supports mission members in all media activities, including providing talking points, advice, coaching and feedback on performance; travels with senior management on duty trips both in the field and out of mission to provide proactive and timely media support including organizing press conferences and interviews, liaising with media in situ, providing media analysis and drafting talking points.
  5. Performs other tasks as assigned.
     
Necessary Qualifications
     
   
  • Citizenship of Ukraine;
  • A first level University degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology;
  • Minimum two years relevant professional experience working with or in the media or in public affairs/relations, particularly in gathering, organizing, editing and disseminating information.
  • Knowledge of key media policy issues relevant to media markets, media regulation, and new media platforms;
  • Thorough understanding of the media environment, to be familiarity with current media trends, including information technology
  • Ability to communicate professionally and diplomatically with high level officials and media personnel, provide effective advice to senior management on media activities
  • Professional fluency in English, Ukrainian and Russian languages, both oral and written, including the ability to prepare news related documents and public presentations in simple, clear language for a broad non-diplomatic audience;
  • Experience in working with media freedom issues, media analysis or media development;
  • Well-developed observations and analytical skills, robust network of key focal points in media;
  • Sound political judgement and ability to communicate professionally and diplomatically with high level officials and media personnel;
  • Familiarity with information technology, including Internet, digital photography and video;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Cultural sensitivity and judgement;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure;
  • Proven resilience to high stress environments.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 1,691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and social security/ Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
