Background    
     
    The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced candidate for the position of National Liaison Officer.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Counter Terrorism and Police Issues Adviser and in co-ordination with National Police Assistance Officer, Police Issues Project Co-ordinator the National Liaison Officer:

  • Shares the implementation, monitoring and co-ordination of the OSCE Police Assistance Project (Implementation of the Police Reform Programme and Action Plan), with particular attention to the strategic plans of the Ministry of Internal Affairs;
  • Liaise on regular basis with the top management of the Ministry of Internal Affairs to include the vision into all project documents;
  • Together with the Counter Terrorism and Police Issues Adviser co-ordinates with the Ministry of Interior all activities of the Police Assistance project;
  • Serves as main point of contact, oversees preparation and takes part in the Police Reform Steering Group meetings. Gathers information relevant to Police Assistance Project, and feeds-in information on the proposed scope of OSCE support to each stage of the Police Reform process;
  • Supports the management of meetings of the Counter Terrorism and Police Unit and Ministry’s staff concerning specific matters related to the implementation of the Police Assistance Project;
  • Shares responsibility of the management of meetings of the Counter Terrorism and Police Unit and external partners and stakeholders, concerning specific matters related to the implementation of the Police Assistance Project.
     
Necessary Qualifications    
     
   
  • University degree in security-related studies or equivalent;
  • At least two years’ professional experience with a national security, law-enforcement authority;
  • Experience of working with interlocutors at the Minister, Deputy Minister, Head of Department level within national government/institutions;
  • Excellent communication skills, experience in networking and managing a high number of contacts;
  • Demonstrated analytical skills as well as maturity of judgement;
  • Demonstrated ability and willingness to work as a member of a team and with colleagues throughout the OSCE with different cultural, religious and professional backgrounds as well as different gender, diverse political views and approaches to problems, while maintaining impartiality and objectivity;
  • Understanding of the specificity and sensitiveness of police reform activities in the fields of democratisation, human rights, security, and rule of law in countries in transition;
  • Excellent understanding of the challenges facing Central Asian pS in police reform management;
  • Excellent written and oral communication skills in Tajik, Russian and English;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
