Background
This vacancy is open only for persons with the citizenship of the Republic of Serbia.
This is an extra-budgetary position subject to the availability of funds. The incumbent will receive a Fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period and which will be renewable annually, subject to satisfactory performance, until the end of the Project (expected to run until 18 February 2021).
The incumbent will work within the project "Support for Victims and Witnesses of Crime in Serbia" (ExB #2400710), which is placed within the Human Rights and Criminal Justice Unit of the Rule of Law and Human Rights Department.
Tasks and Responsibilities
Under the supervision of the National Legal Adviser (project manager), the incumbent holds responsibility for the day-to-day implementation of the project, provides legal expertise in the development of project activities, especially cross-sectorial activities, and co-operates closely with local counterparts, the donor and representatives of international organizations to ensure successful implementation of the project. Specifically, the National Legal Officer:
- Implements project activities that support the establishment of a national support system for victims and witnesses of crime in Serbia, in accordance with the approved project document, plans the necessary resources and budgetary implications and monitors budget expenditure;
- Advises the project manager and the Head of Department on the Project's impact on rule of law, human rights, criminal justice and witness/victims support issues;
- Ensures that project activities are synergic with related activities/projects carried out by other departments in the Mission, to ensure a co-ordinated approach and avoid duplication;
- Undertakes regular field visits to district jurisdictions of prosecutorial and judicial authorities, to help identify the infrastructural and capacity-building needs;
- Conducts research and needs assessment analysis, including interviews with counterparts, and proposes potential modalities for legal framework and strategic documents;
- Provides expertise to counterparts by participating in relevant working groups and in the drafting of the legal framework and strategic documents;
- Provides reports to the Mission on legal aspects of witness/victims support, including criminal procedure, human rights standards, international law and domestic legislation, international and comparative best practices;
- Co-ordinates project activities with the donor and relevant national partners, and represents the Project at meetings and conferences;
- Drafts public information material of relevance for the implementation of the project;
- Supervises one Senior Legal Assistant;
- Performs other duties as required.
Necessary Qualifications
- Citizenship of the Republic of Serbia;
- University degree in law;
- Bar exam would be an asset;
- Minimum 4 (four) years of professional experience in the justice sector or in the field of human rights;
- Excellent knowledge of international standards related to the rights of victims and witnesses;
- Previous experience working with victims and/or witnesses of crime would be an asset;
- Sound knowledge of the Serbian legal system;
- Experience in project management, implementation, monitoring and evaluation;
- Computer literate with practical experience in Microsoft applications;
- Excellent written and oral communication skills in English and Serbian;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Possession of a valid driving licence.

Remuneration Package
The incumbent will receive a one-year Fixed-Term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance, until the end of the Project. The Project is expected to run until 18 February 2021.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is EUR 2,351.67. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
