Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for a highly qualified, motivated and experienced Ukrainian professional for the position of National Legal Officer with its main office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

Tasks and Responsibilities
     
   

Under the direct supervision of the Senior Legal Advisor, the incumbent of the post is called upon, among other things, to review issues in the context of local and international law, advise on internal administrative law matters, draft documents and correspondence of a legal nature, provide expertise and interpretation of laws and to act as a liaison to state officials at the central, regional and municipal level.

 

1. Performs substantive legal work in the following areas:

 

  • Conducts legal research and provides legal advice on national and international law relevant to the work of the Mission;
  • Drafts documents of legal nature and official correspondence with the Host Country authorities;
  • Drafts and reviews legal documents generated in the course of internal complaints and internal appeal procedures, and related correspondence; provides preliminary legal advice and interpretation on human resources matters arising under the OSCE Staff Regulations and Staff Rules;
  • Drafts and reviews contracts, i.e. for the procurement of goods and services, leases, banking, and technical agreements, amendments to the contracts; and prepares administration-related official correspondence;
  • Reviews and verifies the translation of legal documents for legal accuracy.

 

2. Provides assistance to the Legal Unit in arranging or attending meetings with state officials or interlocutors at central, regional and municipal levels in relation to legal issues concerning the Mission, and maintains contact with local state bodies and institutions, as instructed by the supervisor. Writes reports on meetings and encounters;

 

3. Assists in maintaining the Legal Unit’s electronic and paper filing systems as needed;

 

4. Performs other duties as assigned.

Necessary Qualifications
     
   
  • Citizenship of Ukraine;
  • First-level university degree in Law;
  • Minimum two years of professional  experience in law or a related area, including established analytical ability to review complex legal texts and to identify problems in the context of existing laws and regulations;
  • Computer literate with practical experience with Microsoft applications;
  • Thorough knowledge of Ukrainian law;
  • Professional fluency in the English, Ukrainian and Russian languages, both oral and written;
  • Ability to work independently to achieve the goals identified, with periodic reviews (either in discussion or through written revision) by the supervisor;
  • Sound political judgement and the ability to communicate professionally and diplomatically with high level officials;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure, proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 1691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
