The National Legal Officer provides information on the provisions and human rights protection in legislation of the Kyrgyz Republic and international human rights legislation. The Officer plans and supervises the implementation of the projects and programme activities in the portfolio of Rule of Law and Human Rights including torture prevention, judiciary reform, monitors human rights issues, provides information and advice on local human rights legislation, and advises on strategy directions in the field of Rule of Law.

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Monitor the human rights and rule of law situation in Kyrgyzstan;
- Identify areas for intervention and provide advice on future strategy directions and opportunities and develop initiatives to support Human Dimension goals, particularly those related to judicial reform, access to justice, judicial independence, fair trial standards, torture prevention, penitentiary reform and criminal justice;
- Prepare programme outlines and project documents (including project proposals, monitoring and evaluation reports);
- Prepare project documentation, narrative and financial reports on project and programme implementation for reporting to donors and internally within the OSCE;
- Collect, register, report and maintain information on project activities, follow up on all aspects of specific projects, including the provision of functional support to project implementation;
- Pay field visits and participate fully in subsequent discussions and decision making regarding follow up actions on projects;
- Regularly meet with a variety of local stakeholders from the Kyrgyz government and civil society;
- Meet regularly with local and international organizations on work in the field of Human Rights and Rule of Law; liaise with international organizations and institutions, attend and report at working group meetings, facilitate organization of workshops, roundtables and conferences; brief visiting OSCE institutions and partner international organizations;
- Attend and contribute to briefings and give presentations to visiting delegations, with a particular emphasis on judicial reform, penitentiary reform, access to justice and prevention of torture;
- Perform other relevant tasks as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in Law;
- Excellent knowledge of Kyrgyz legislation and international human rights standards/law;
- Good knowledge of the Programme related issues and ability to comprehend the situation in the area and region;
- At least 6 years working experience in the legal field, with a focus on human rights;
- Strong analytical skills (ability to produce background reports, conduct independent research);
- Ability to collect and comprehend versatile information with aim to perform appropriate analyses, including but not limited to producing reports related to early warning and conflict prevention-related issues;
- Good organisational skills and ability to manage multiple complex tasks simultaneously;
- Excellent communication skills;
- Team work ability, flexibility and ability to work under pressure;
- Word processing and database skills;
- Proficiency in written and oral English and Russian. Working knowledge of the Kyrgyz language (knowledge of Uzbek language would be an asset).

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1283.83 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
