Tasks and Responsibilities    
     
   

Under the direct supervision of the Chief of the Analysis and Reporting Cell, and in close cooperation with the Deputy Director of Human Rights and Communities Department, the incumbent performs the following functions;

  1. Within Analysis and Reporting Cell (ARC), to provide substantial edits and review for all draft documents, including strategic department documents,  legal writings and analysis, thematic reports, outputs, inputs to be submitted to other Departments or outside the Mission, project concepts and concepts reports produced by the programmatic sections of the Department of Human Rights and Communities (DHRC) to ensure their consistency with the DHRC programmatic priorities, human rights and rule of law standards, and mission’s rules, regulations and stylistic manual. Review and edit all internal and external inputs from sections;
  2. To conduct legal researches on assigned human rights and rule of law issues to serve as background documents for the Director’s Office or to support the legal analysis of the programmatic sections of the DHRC or to contribute to particular advocacy needs of the Regional Offices as identified in consultation with the Chief of ARC, Senior Project Officer and Deputy Director of DHRC;
  3. Serves as the focal point in the Department, within the Analysis and Reporting Cell (ARC), in support of the Director’s Office in providing expertise and advice on administrative and budget related legal matters linked to the Department; this includes the providing of advice on legal implications of internal decisions and actions after having assessed internal procedures in light of OSCE Rules and Regulations and the providing of feedback to the relevant units within the Mission as requested by the supervisors;
  4. Performs other duties as assigned.
     
Necessary Qualifications    
     
   
  • University degree in law, Human Rights or related field;
  • Minimum 2 years of professional level experience in the area of Rule of Law preferably acquired in an international organization or a mission environment;
  • Strong analytical and numerical skills;
  • Excellent knowledge and understanding of the domestic legal framework and international human rights standards. Ability to understand and explain a variety of legal and human rights issues;
  • Computer literate with practical experience in Microsoft packages, ability to use and understand databases;
  • Excellent English language written and oral communications skills;
  • Knowledge of local languages;
  • Holding a valid B category driving license;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

 

     
Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1.524,17 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
