Vacancy
A vacancy has arisen in the Headquarters of the OSCE Presence in Albania for a National Legal Officer (NP1) within the Rule of Law and Human Rights Department.
Duties and Responsibilities:
Under the direct supervision of the Head of Rule of Law and Human Rights Department, the incumbent performs the following tasks:
1.Provides legal advice on legislative reviews; drafts memoranda, contracts and provides solutions to the HQ on legal matters.
2.Provides legal advice to state institutions, civil society, international community by analysing and commenting draft laws and secondary legislation, and assists ODIHR in carrying out its projects;
3.Analyses and comments draft laws and secondary legislation, and provides legal advice and support to Civil Society and International Community;
4.Provides assessments of different institutions by preparing reports on the operation of legal sector and State institutions;
5.Proposes, develops and monitors the implementation of activities and projects financed or supported by the Presence and/or external donors in the field of the Rule of Law and Human Rights.
6.Observation of trials and prepares relevant reports
7.Preparing reports on the operation of legal sector and state institutions:
8.Participates in conferences, seminars or trainings, and provides training;
9.Monitors, verifies and reports regularly on legal and human rights developments throughout all regions of Albania;
10.Performs other duties as assigned.
Qualifications and Skills:
•First level university degree in law; advanced university degree would be an asset;
•Minimum two years of relevant working experience in a related field;
•Excellent legal analytical skills;
•Professional fluency in English and Albanian, both oral and written;
•Strong computer skills and ability to operate all Microsoft Office applications;
•Ability to work independently and as part of a team;
•Ability to work well under time pressure;
•Ability to work with people of different nationalities, religions and cultural backgrounds, whilst maintaining impartiality and objectivity.
•Must be an Albanian resident.
Remuneration Package:
According to the fixed OSCE salary scale, the monthly remuneration is approximately 1,315 EURO, subject to National Social Security deductions which currently is approximately 90 Euro. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3, subject to specific conditions.
