Tasks and Responsibilities | ||
Under the direct supervision of the ICT Officer Security, the National ICT Officer supervises, manages ICT Assistants, Senior ICT Assistants, as a resource for Information Technology assistance to SMM. Takes ownership over server backend infrastructure. Monitors servers and network and performs the following duties as assigned:
1. Install, configure and maintain network Infrastructure
Improves quality of services by ensuring network components achieve contributing service value; Provides regular feedback on network performance, both in general and against specific service levels; Participates in network planning, design and deployment; Ensures detection of alerts from the network infrastructure; Assists in obtaining network resources for service implementation; Resolves network issues; Installs, configures, and maintains network components, delivers ongoing network administration; Adjusts network capacity and performance configurations based on capacity management recommendations; Tests and implements network upgrades and changes; Documents all changes to the system network; Facilitates team communication and negotiation; Defines processes and selects tools necessary to manage and support IT infrastructure; Selects and manages tools to monitor and measure system performance; Develops processes for ongoing maintenance of IT infrastructure; Takes ownership over server and network infrastructure in all offices of the Mission; Ensures the physical and logical setups of the network and equipment are set up in accordance to heist technology standards and in a most secure way possible; Defines performance metrics for system and audit systems performance; Evaluates the adequacy of resources for IT staff and system support and make recommendations; Manages IP resource of Mission;
2. Supervises, manages and coordinates ICT staff
Ensures that service disruptions are properly identified, reported, prioritized, escalated and resolved efficiently; Manages the day-to-day operations of the directing staff, who support servers infrastructure, administrative computing, user services and other information technology functions; Evaluates project completion with regard to scope, schedule, and budget against the project plan; Signs acceptance acts; Manages document flow in electronic system;
3. Provides Support to the Team
Monitors and controls service levels of service providers and suppliers; Interacts with relevant vendors; Participates in contract negotiations for all new IT equipment and software; Produces management information; Produces Terms of References, drafts, reports; Provides guidance to ICT Assistants and other staff within the Organization; Delivers internal trainings; Cooperates and interacts with ICTS; Orders ICT goods and services in ERP; Tracks Purchase Requisitions status, fills requests for non-standard items;
4. Performs IT system analysis and design
Identifies, interprets, and evaluates IT system and network requirements; Defines scope of work; Reviews IT network architecture, topology, interdependencies, and constraints; Researches alternatives options; Analyzes the costs, value and risks of information technology to advise Chief of ICT and suggests actions; Prepares design and integration plan for new projects, software and equipment;
5. Perform IT system configuration and implementation
Manages IT systems implementation projects; Assesses and mitigates risks associated with resistance and process change; Plans and document IT system configuration; Supports, tracks, and documents change implementation; Puts hardware and software systems into production; Provides and produces IT systems documentation; |

Remuneration Package | ||
Monthly remuneration, subject to social security deductions is 1691.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. | ||
