Under the overall guidance and the direct supervision of the Chief of Fund Administration (CFA), the incumbent will be responsible for the overall coordination of provision of IT support to the PC users of OSCE Programme Office in Bishkek (POiB) and the provision of the full possible support in the maintenance of communication services and communication infrastructure (including satellite and radio communication) of POiB and for the coordination of the work of ICT Assistants. Additionally will the incumbent coordinate and oversee all ICT security measures related to ICT security readiness and threat prevention for the Programme Office in Bishkek. |

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under direct supervision and guidance of the CFA and the close co-operation with the ICTS of the Secretariat in Vienna the incumbent will be a member of the FAU team in the Programme Office and will be assigned to perform the following:
General ICT Management
- Managing the ICT infrastructure operations with a certain level of hand on administration (LAN/WAN, Microsoft Backend Systems, VOIP, Security Systems, end user devices), communications (Mobile, Satellite, Radio, etc.), business applications, user support for about 120 staff members in 3 locations (Bishkek office I and office II and OSCE Academy in Bishkek);
- Managing and supervising the subordinated ICT team and ensuring the daily operation of the required ICT services;
- Preparing ICT budgets, projections for ICT expenditures related to the Missions demands and CAPEX for hardware and software;
- Managing hardware and software standards, evaluating and selecting the most cost effective hardware, applications and network infrastructure under the guidance and co-operation with ICTS of the Secretariat, - planning capacities and demands, acting as the project manager for delivering ICT related projects in the POiB;
- Planning, evaluating, monitoring the implementation and execution of OSCE wide and local ICT policies, standard operating procedures, hardware/software acquisition guidelines, service level agreements and software licensing issues related to ICT technologies and systems;
- Acts as the central ICT focal point for the POiB and follows up on approved Document Management Administration Instructions and Procedures;
- Develops and ensures reliable and sustainable local ICT continuity according to the POiB demands;
- Acts as the senior focal point for users on ICT incidents and service requests; organizes and manages the provision of user support and service delivery ensuring that the best achievable levels of availability and service quality are maintained. This includes the development of Standard Operating Procedures and local policies for maintaining efficient and effective usage of ICT resources for the POiB;
- Assures and coordinates (together with concerned ICT colleagues) a 24/7 service/maintenance stand/by availability including the weekends and public holidays, to assure prompt reaction on technical ICT service (software and hardware) failure;
- Assists, advices and trains in cooperation with the two subordinated assistants, all POiB staff members in the use of all business applications and ICT services.
ICT Security
- Acts as the Information Security Focal-point for POiB;
- Executing security risk assessments under guidance and co-operation with Information Security Coordination (ISC) in the Secretariat;
- Implementation of Information Security policies and technical controls;
- Proposing solutions to the Senior Management of POiB and to improve the existing ICT infrastructure;
- Deals with the prevention and detection of unauthorized actions by users of computers and external threats which both can be either malicious or ignorant;
- Providing technical direction from a security perspective to the subordinated ICT staff;
- Monitoring and recommending improvements based on events or incidents of apparent security breaches in areas including networks, applications, databases, systems, and endpoints;
- Maintaining and monitoring the Programme Offices operational security practices and processes; Preparing and updating relevant documentation, circulars, Standard Operating Procedures (SOPs), etc.;
- Implementing protective measures: Prevention measures – prevent information from being stolen, altered or damaged. Detection measures – allow to detect when and how information are being stolen, altered or damaged. Reaction measures – allow recovery of information. Ensuring that POiB members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing newly arrived staff on ICT security issues and threats.

Necessary Qualifications |

- Bachelor's degree in computer science, computer engineering, programming, networking, mathematics or database management, MIS (Management Information Systems) or a similar computer-oriented major;
- A minimum of two years of relevant professional experience;
- Computer literate with practical experience in Microsoft Office applications;
- Excellent written and oral communication skills in English and Russian.

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1351.58 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions. |
