The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National ICT Officer, Support and Field Coordination with its Head Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.
Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities |
|

|
|
|
|
Under the direct supervision of the Chief of ICT the incumbent will be responsible for staffing, supervising and managing ICT Help Desk Assistants, ICT Equipment Management and Repair Assistants and ICT Assistants as the resources of Information Technology assistance to the SMM in the Office of Head of Mission and field offices:
- Managing the day-to-day operations of the directing staff supporting users, IT support services and other information technology functions. Briefing and organizing trainings to the ICT staff supervised directly and/or through subordinate supervisors;
- Responsible for providing the ICT staff with operation procedures and policies in accordance with OSCE rules and regulations. Providing Mission with expert and effective solutions to complex IT problems along with effective analysis, management, coordination and maintenance of Mission-wide IT systems in order to facilitate continuous Mission members’ productivity and satisfaction. Coordinating ICT Assistants activities in the Mission field offices with IT Officers support;
- Developing and implementing both IT services and hardware infrastructure and IT equipment stock keeping. Designing IT activities workflow, selects tools required for IT services management, maintenance, monitoring and performance measurement;
- Planning organizing and coordinating "disaster recovery" regular exercises in cooperation with IT Officer Security. Evaluating the adequacy of resources available for directed ICT staff duties and preparing recommendations for resources upgrade;
- Preparing regular reports on ongoing IT projects, IT systems status (e.g. reports on services availability and Service Level Agreement (SLA) enforcement) and users' support indicators (e.g. users' IT requests statistics). Communicating with services and products suppliers and contractors for the receipt, installation, maintenance and warranty of IT equipment and services;
- Managing projects’ scopes, products’ and services’ specifications. Planning products’ schedules and reports on theirs implementation regularly. Facilitating communication within ICT Unit and negotiation with other Mission units. Managing document flow in electronic system (Request approval and tracking system - RATS);
- Preparing recommendations for project management processes and workflows improvements. Proposing effective evaluation tools, metrics and procedures in cooperation with National ICT Officer. Evaluating projects’ implementation with regards to scope, schedule, and budget against the project plan. Assessing effectiveness of project monitoring processes and tools. Designing and documents ICT routines;
- Assessing and documents current IT systems capabilities and user needs. Preparing and issues standard operating procedures (SOP), both end-user and IT staff manuals and documentation. Producing Terms of References for products and services. Identifying performance baselines;
- Identifying major IT issues and incidents i cooperation with National ICT Officer. Driving critical projects. Prioritizing tasks and requests. Defining performance baselines for IT systems and monitor systems’ performance. Participating in production and user acceptance tests;
- Keeps requests from the Mission members for IT equipment and services to be issued or purchased. Follows up the receipt of ordered IT equipment and services in coordination with Assets Management and Procurement Units (especially for urgent shipments or high cost equipment);
- Performing other related duties as required.

Necessary Qualifications |
|
|
|
|
|
|
|
- Ukrainian citizenship or holding permanent resident status in Ukraine;
- A first level University degree in Information Systems, Information Security, Computer Science and/or Business Administration supplemented by formal IT course trainings;
- Minimum two years of prior related professional experience, preferably in the large international organizations or companies;
- Thorough knowledge of the practical application of Information Systems, Information Security;
- Established ability to advise on policies issues and priorities and to formulate policies, plans and procedures;
- Ability to organize and delegate work and to supervise staff; resourcefulness, initiative and maturity of judgment;
- Computer literate with practical experience with Microsoft Windows Server products, ERP systems and Microsoft applications;
- Established ability in delivering trainings, briefings and presentations, as well as ability to facilitate activities of working groups ensuring that the relevant deliverables are achieved, to include conclusions, recommendations, action plans, etc;
Demonstrated project management skills;
- Previous experience and knowledge of OSCE policies, rules and regulations would be an asset;
- Professional fluency written and oral communication skills in English, Ukrainian and Russian;
- Holding a valid driving license;
- Flexibility and ability to work under pressure and with limited time frames;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package |
|
|
|
|
|
|
|
Monthly remuneration, subject to social security deductions is 1,785.92 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. |
