Background    
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professional for the position of National Information and Communication technologies (ICT) Officer, Projects Support with its main office in Kyiv. Tasks and Responsibilities    
     
   

Under the direct supervision of the Chief of ICT, the National ICT Officer, Projects Support assists in management and coordination of IT projects. The incumbent supports the ICT team with design and technical direction from Project Management and Business Analysis perspective. Coordinates the work with National ICT Officer, National IT Officer Support and Field Coordination and with National IT Officer, Developer for specific projects. Advises Chief of ICT on priorities of ICT projects and efficient allocation of ICT resources.

 

More specifically the incumbent will be responsible for:

1. Assists in Management and Coordination of IT Projects.

 

Leads planning and/or implementation of internal ICT projects. Participates in the design and/or testing phases. Facilitates the definition of project missions, goals, tasks, and resource requirements; resolves or assists in the resolution of conflicts within and between projects or functional areas; advises Chief of ICT on allocation of ICT resources in accordance to the projects’ priority.

 

2.  Analysis Business Needs.

 

Captures analyses and confirms requirements from various business units. Identifies and investigates various options (in-house development, COTS, etc.) that may offer a more effective solution to some or all of the requirements. 

 

3.  Performs IT system analysis and design (Project Perspective).

 

Identifies, interprets, and evaluates IT system and network requirements; Defines scope of work; Reviews IT network architecture, topology, interdependencies, and constraints; Researches technical alternatives and options; Analyzes the costs, value and risks of information technology to advise Chief of ICT and suggests actions;

 

4. Provides Support to the ICT Team (Project Perspective).

 

Monitors and controls service levels of service providers and suppliers; Interacts with software and hardware vendors; Participates in vendor contract negotiations for all new IT equipment and software; Produces management information; Produces Terms of References, drafts, reports; Provides guidance to ICT Assistants and other staff within the Organization; Delivers internal trainings; Cooperates and interacts with ICTS; Orders ICT goods and services in ERP; Tracks Purchase Requisitions status, fills requests for non-standard items;

 

5. Perform IT system configuration and implementation.

 

Manages IT systems implementation projects; Manages project schedule and reports project status according to plan; Assesses and mitigates risks associated with resistance and process change; Plans and document IT system configuration; Supports, tracks, and documents change implementation; Puts hardware and software systems into production; Provides IT systems documentation; Produces manuals;

 

6. Performs miscellaneous job-related duties as assigned.

     
Necessary Qualifications    
     
   

- Ukrainian citizenship or holding permanent resident status in Ukraine;

- First-level university degree in computer science;

- Minimum four years relevant professional experience, partly acquired in an international organization or mission environment;

- Strong project management and business analysis experience;

- High degree of familiarity and experience with Microsoft operating systems and applications;

- Established experience in Cisco firewall, router, and switch configuration;

- Knowledge of other major hard- and software manufacturers an asset;

- Professional fluency in the English, Ukrainian and Russian languages, both oral and written;

- Holding a valid driver license;

- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure, proven resilience to high stress environments;

- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;

- Cultural sensitivity and judgment.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 2151 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
