Background    
     
   

The post will be the focal point for Human Rights related projects in Human Dimension of the Programme Office in Bishkek. The National Human Rights Officer, under the close supervision of the Head of Human Dimension, provides technical and operational support to programme and project activities related to human rights in Kyrgyzstan. The Officer researches and analyzes human rights data, compiles background information on human rights related factors; collects and /or supervises the collection, consolidation and verification of documents, actions and data; and participates in the production of technical studies. The Officer also assists in the identification, formulation and preparation of programme and project proposals; monitors progress of on-going programme/project activities; reviews, verifies and analyzes workplans; identifies problems, in particular, inconsistencies and delays, and recommends solutions for overcoming operational constraints, including recommendations on alternative methods for project design.

     
Tasks and Responsibilities    
     
   

The Officer provides support for programme management related to: Gender issues; Freedom of religion or belief; Freedom of Media; Freedom of assembly and association; National Human Rights Institutions; Human Rights Education; and other human rights related issues.

Duties include to:

  1. Collect, register, report and maintain information on project activities by reviewing reports and establishing and maintaining liaison with partners for implementation, following up on all aspects of specific HD, including project formulation and provision of functional support to project implementation; in coordination with partners for implementation assesses program implementation and other related issues; report regularly to the immediate supervisor, prepare various written outputs, draft background and briefing papers;
  2. Prepare project/programme reports, activities and budget requirements for the planning of Unified Budget; plan, coordinate and develop project proposals and budgets under the guidance of the Head of Human Dimension and in close cooperation with FAU in the Programme Office; follow up and keep records on project expenditures and overall financial status;
  3. Compile general background information from available sources for the assigned sector or area; design and draft supporting flow charts, schedules, graphs and tables;
  4. Attend and contribute to briefings and give presentations to visiting delegations on matters relating to the mandate of the Mission and other important sectors pertinent to the organisation’s mission, with a particular emphasis on human rights;
  5. Pay field visits and participate fully in subsequent discussions and decision making regarding follow up actions on the projects;
  6. Meet regularly with a variety of local stakeholders from the Kyrgyz government and civil society;
  7. Performs other related duties as requested.

Necessary Qualifications    
     
   
  • University degree in Law, International Studies, Public Policy, Political Science, Economics or Public Administration or a related field is required;
  • Minimum of two years of related professional working experience;
  • Fluency in written and oral English and Russian. Working knowledge of the Kyrgyz language (knowledge of Uzbek language would be an asset);
  • Good knowledge of the Programme related issues and ability to comprehend the situation in the area and region;
  • Very good knowledge and high level of skills in project planning, implementation, monitoring and evaluation procedures;
  • Excellent computer skills.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1455.58 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
