Tasks and Responsibilities    
     
   

Under the general supervision of the Human Resources Officer and the overall guidance of the Head, Human Resources Management, the National Human Resources Officer ensures effective delivery of all HR services in the Mission with particular focus on personnel management, administration of entitlements and monitoring staff performance management. The incumbent interprets and applies OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices, designs and implements internal procedures and provides guidance on various HR issues. S/he actively participates in the development of tools and mechanisms for promoting individual and organisational learning and knowledge sharing. The National Human Resources Officer promotes a collaborative, client-oriented approach and contributes to ensuring successful Section’s performance in HR management. More specifically the National Human Resources Officer will have the following duties and responsibilities:

 

1.  Interprets and applies OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices, designs and implements internal procedures and provides guidance for various personnel issues, 

  • Advising and counselling Mission members in respect of their rights, responsibilities, code of conduct and difficulties associated with work and entitlements; 
  • Providing Program Managers and other Mission staff with advice and guidance on the interpretation and application of Staff Rules and Regulations and other HR policies and procedures;
  • Formulating and developing HR-related operating procedures and providing guidance on their implementation; 
  • Liaising with the Staff Committee Representatives.

 

2.  Ensures effective delivery of all HR services in the Mission with particular emphasis on personnel management, administration of entitlements and proper staff performance management, Correct and consistent application of OSCE Rules and Regulations and Human Resources policies and procedures in the administration of the Mission’s personnel;

  • Continuous research of the matters related to conditions of service, entitlements and other HR policy matters; control of the workflows in the HR administration Section; establishing, updating and implementing internal procedures to streamline operations regarding personnel management; 
  • Ensuring proper use of contractual modalities, management of contracts, monitoring and tracking of all transactions related to positions, HR data, benefits, entitlements, earnings / deductions and separations through IRMA; 
  • Liaising with the Secretariat Personnel Section regarding secondment extensions, reporting, seeking additional guidance when necessary and other matters pertaining to interpretation of SRRs and HR policies; 
  • Overseeing the administration of all categories of national and international staff and consultants/experts, advising them of their benefits and entitlements;
  • Managing and coordinating the work of a Senior HR Assistant and two HR Assistants in Head Office in Kiev. Providing guidance, instructions and training to HR Assistants in field locations;

 

3.  Providing advice and support to proper staff performance management and job development, Monitoring the effective systems for performance management process, facilitating the process, explaining performance evaluation indicators in consultation with the Senior Management;  providing briefing to all Mission staff on understanding and using performance management system;

 

4. Liaising with host country authorities at the every-day working level on all matters concerning international and local staff on pertinent administrative issues concerning mission staff (accreditation, visas, taxes, diplomatic status, privileges and immunities).

 

5. Other duties as assigned.

     
Necessary Qualifications    
     
   
  • Citizenship of Ukraine;
  • First-level University Degree in human resources, business administration, social sciences or related fields; 
  • Minimum 4 years of progressively responsible experience in Human Resources Management and Administration including recruitment, payroll and personnel administration;
  • Client oriented with good presentation skills, training experience would be an asset;
  • Computer literate with practical experience with Microsoft applications and ERP applications, ORACLE preferred; 
  • Established supervisory experience, accountability and decision-making authority; ability to monitor performance and provide feedback;
  • Professional fluency in English, Ukrainian and Russian languages, both oral and written is essential;
  • Well-developed communication skills and tact in dealing with people from a variety of different national, religious and cultural backgrounds is essential in the job;
  • Experience with an integrated Human Resource Management and Payroll computer applications (preferably Oracle), and advanced computer skills (MS Word, Excel) are highly desirable;
  • Demonstrated gender awareness and sensitivity, ethical awareness and an ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure;
  • Proven resilience to high stress environments.
     
Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 2080.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
