The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced candidate for the position of National Gender and Democratization Officer.
Tasks and Responsibilities
Under the direct supervision of the Gender and Anti-Trafficking Officer, the incumbent performs the following duties:
Facilitates cooperation and develops and maintains effective contacts with state and non-state partners. He/she conducts meetings with relevant interlocutors, attends events, and, if requested, represents the Gender Unit and the Mission at meetings with representatives of local authorities, international organizations and NGOs on women’s political empowerment;
Cooperates with the Gender Unit in Vienna, the Organization for Democratic Institutions and Human Rights (ODIHR) as well as and other OSCE Missions on related issues, including participation at regional meetings;
Reports, communicates and consults with the Gender Anti-Trafficking Officer concerning political rights of women related activities;
Develops and drafts proposals, monitors implementation and manages budgetary matters for projects sponsored by the Gender Unit/Democratization matters in cooperation with Parliament, political parties, other local state and non-state partners aimed at protecting women rights, and promote their empowerment in public and political life. Moreover, receives analyses, summarizes, and translate into English;
Sifts through various proposed projects or component of a complex projects and select the most appropriate and promising ones. Having made such selections, he/she should propose the selected projects/components be approved by the supervisor;
Visits frequently the project sites and when applicable provides regular guidance and coaching to implementing partners and facilitates networking and sharing of experiences among them and with the local government authorities;
Raises public awareness and fosters capacity-building among state and non-state partners on political empowerment of women, prepares and delivers trainings and other capacity building activities. Assists in preparing roundtables, seminars and participates in different events where OSCE presence is required;
Contributes to research, examining OSCE commitments and participating in drafting reports on identified gaps observed in the national system with regards to Gender Equality policies and legislation and facilitates the implementation and follows up with domestic and international partners;
Fosters capacity-building for state and non-state partners, including Tajik Parliament and seven registered political parties in the country, by organizing ad hoc training and seminars and by assisting them in the implementation of projects as well as in promoting the implementation of international guidelines/recommendations in the gender-equality, democratic processes with involvement of women, youth and civil society and women rights fields;
Translates documents and written correspondence with local authorities, international organizations, representatives of the local NGOs, as well as interprets oral communications in the course of performing the assigned tasks and responsibilities;
Performs other duties within as assigned.
University degree in social, political sciences, law, gender studies or other relevant education;
Minimum two years office experience in an administrative set up or political, local or international institution, including experience with management of development projects;
Previous working experience on gender issues and/or relevant human rights issues with established practical experience in drafting reports, project proposals, budget, conducting research and analyses;
Previous training experience; translation experience;
Previous experience in working with political parties, youth and civil society;
Demonstrated ability and willingness to work as a member of a team, with people of different nationalities, cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Excellent knowledge and understanding of current situation in Tajikistan;
Practical experience in record keeping and processing of information;
Good networking, communication and public relations skills, mediation and diplomacy/tact in all dealings;
Excellent written and oral communication skills in Tajik, Russian and English;
Computer literate with practical experience in window and Microsoft applications;
Ability to work under pressure and travel frequently on short notice a must.

Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
