Background    
     
    OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of National Finance Officer in the Fund Administration Unit. The OSCE is committed to achieving a better balance of women and men within the Organization, and seeks for candidates who meet the core values and competences of the organization.
     
Tasks and Responsibilities    
     
   

Under the supervision of the Chief of Fund Administration, the National Finance Officer carries out the following duties:

 

  1. Reviews and certifies the payroll for all local Mission staff and the payment of Board and Lodging Allowance for Mission Members and examines and approves all payment vouchers prepared in relation to the payroll to ensure that Financial Rules and budgetary requirements have been met;
  2. Assists in maintaining financial control and provides advice and guidance on the organization's financial practices in relation to payroll and payments and ensures that all internal control systems are implemented as set out in the procedures and drafts recommendations for modification of instructions and procedures;
  3. Advises on appropriate banking arrangements and cash replenishment cycle of the Mission ensuring proper cash-flow management;
  4. Briefs local and international Staff on the application and interpretation of Financial Regulations, Financial Instructions and Oracle Financials;
  5. Under delegated authority, acts as the primary responsible for vendor and other  payments and examines and approves all payment vouchers prepared in relation to vendor and other payments to ensure that Financial Rules and budgetary requirements have been met;
  6. Is primarily responsible, under delegated authority, for the maintenance of the Mission's General Ledger;
  7. Approves all payment, journal and receipt vouchers for entry to the General Ledger; verifies and approves the correct entry of all accounting data into the computerized finance system; ensures the integrity of accounts reconciliation and of reconciliation of bank accounts and imprest funds; prepares reconciliation of activities financed against voluntary contributions; applies necessary procedures for the closure of accounts;
  8. Ensures that all income and expenditure are properly recorded in the General Ledger of the Mission, keeping under review the operational efficiency of the payroll and payments areas in relation to the efficiency with which the work is processed with the automated systems in place and foreseen;
  9. Acts as focal point within the Fund Administration Unit for the provision of information for the enhancement of existing applications related to accounts in line with the financial processes which could affect the accounting systems;
  10. Supervises the work of Finance/Treasury Assistant by monitoring his/her performance, establishing work flow and providing guidance, as required; ensures that person is properly trained in the use of the Integrated Resources Management Applications - IRMA;
  11. Responsible for the preparation of periodic reports and for the reporting systems relating to Payroll and Payments workgroups;
  12. Assists the supervisor in the preparation of the Mission budget for the unified OSCE budget proposal and other periodic financial and administrative reports ensuring the accuracy and timeliness of data provided;
  13. Prepares draft reports and documents for submission to the policy-making organs, as required.
     
Necessary Qualifications    
     
   
  • Citizen or permanent resident of Montenegro;
  • First level university degree in economy, accounting, business administration, financial management or specialized diploma;
  • A minimum of two years of relevant experience in accounting, finance or budget, in an inter-governmental, governmental or commercial organization;
  • Experience in the use of computer applications, such as word processing, spreadsheets and databases; ability to familiarize himself or herself with ORACLE IRMA software application; and with OSCE financial and staff rules and guidelines;
  • Professional fluency in English with good drafting skills;
  • A valid driving licence and ability to drive vehicles using manual transmission;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 1,810.08 euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
