Background:

Following on from Albania’s transition from Communism to democracy in the 1990s and recent efforts to engage comprehensively in dealing with her Communist past, including through the Presences’ National Dialogue project on dealing with the past, this section aims to further involve the public in a discussion on rule of law and human rights violations under the communist regime and to foster the conduct of research, leading to a better-informed and facts-based discourse. While academic papers on the subject exist within Albania they are of limited scope and lacking in academic rigour. The limited capacity in Albania in many related research fields, and particularly within the field of transitional justice, has shown the need for strong guidance for researchers, including a thorough research concept developed by high-quality academics. The recruitment of a multidisciplinary team of academic experts to conceptualise education and research in this area can help not only in the promotion of academic rigour in this field but also in helping Albania move forward in its attempts to deal with its past by encouraging further dialogue on this topic. The Presence will contract three field experts, with expertise in specific academic fields who, under the leadership of the team leader, will conceptualise a research project on their field of expertise on the topic of transitional justice.  The field experts will submit their input to the team leader who will be responsible for assessing the work of the field experts before consolidating their input into the final document.

 

Tasks and Responsibilities:

Under the supervision of the Project Manager and in consultation with the Head of Rule of Law and Human Rights Department (RoLHR) the national field expert will be required to implement the following tasks:

1. Methodology framework developed

The Expert, under the supervision of the team leader, will be responsible for the development of a methodology framework to guide future research for young researchers and academics from his/her field of expertise/discipline on transitional justice in Albania. The field expert will be required to develop a methodology framework in his/her area of expertise, based on a literature review and agreed research topics, (prior to inclusion in the methodological framework the expert, team leader and project manager will brainstorm research topics, from this brainstorming certain research topics will be agreed upon) and will submit this to the team leader. The methodological framework shall outline the structure for the future research projects that will be conducted during the later stages of the research project on transitional justice in Albania.   The methodology framework shall delineate the main research concepts, timeframes covered by the research and define specific areas of research, key levels of analyses focusing on context, actors’ landscape, processes and institutions; key methods for data collection and instructions for researchers (call for researchers).    The design of the final consolidated capacity building project will include the four academic fields, of which the field expert will have provided input in his/her area of expertise. The final product shall be presented and delivered in one single document; the team leader will be responsible for compiling this consolidated document. In addition, the expert will actively participate and contribute together with the other 3 experts of the team to jointly prepare a one page summary (500 words) for publication and dissemination to a larger audience. All deliverables (drafts) shall undergo a revision process that entail a round of consultations with academic peers and recognised Albanian experts.  The consultations will take place not later than 30th May 2018, after the methodological framework has been developed by the field expert. The consultation process will be organised by the team leader and the project manager, the field expert will be expected to participate and incorporate feedback into their methodology framework, the expert will be consulted to ensure that they are available on the planned date for consultations.

2. Proposal for a conference on transitional justice developed

The multidisciplinary team will collectively conceptualise a 1.5 days scientific conference on transitional justice in Albania. The expert will be required to provide a proposal for the conference, this shall include: a proposal for key topics to be addressed by the conference, the structure of the conference (including proposals for the composition of panels, workshops and side events) and suggested guests speakers (national and international scholars). The conference shall be linked to the research projects designed (as above) and it should include presentations and discussion of the main findings of the research in each of the subjects and fields of study. Together with the concept for the conference the team shall prepare a call for papers / scientific contributions for the conference, each field expert is expect to prepare a call for papers based on the research study which they have designed, above. The team leader shall compile the conference proposals as well as the the call for papers into consolidated documents.

3. Academic plan for a Masters programme on transitional justice developed

The multidisciplinary team will additionally be responsible for the development of an inter-disciplinary Master programme on transitional justice including proposals (options) for the key theoretical and applied modules that will be taught as part of the courses. The Master’s programme shall be conceptualised as scientific master (MSc) and designed according the instructions of the Ministry of Education and the relevant legal and quality standards used by Albanian State Universities in regard to the design and conduct of Masters Programmes. The draft and the placement options to particular departments / universities shall be discussed / consulted with relevant academic and policy-making authorities, the team leader and project manager will be responsible for these consultations. The field expert will draft and deliver an academic plan, within their specific area of expertise, this academic plan will include proposals for the key theoretical and applied modules that will be taught as part of the Masters Programme and will be subject to review and approval by the project manager, The draft of his/her academic plan for the Master’s programme provided should be revised by the field expert to reflect any feedback received by the team leader, the Project Manager or the Head of Presence.

Deliverable No. 1, deadline 15 May 2018:

- Methodology framework developed and corresponding call for papers submitted to the team leader and project manager (draft 1) - Proposal for a conference developed and submitted to the team leader and project manager (draft 1) - Participate in the consultation of the methodology and conference concept, thereafter reflecting feedback (deadline 30 May 2018)

Deliverable No. 2, deadline 15 June 2018:

- Academic proposal for a Masters programme on transitional Justice developed and submitted to the team leader and project manager.(draft 1) - Participate in the consultation of the Masters Programme, thereafter reflecting feedback.

Deliverable No. 3, deadline 30 June 2018:

- Final product of all deliverables; the methodology framework, the proposal for a conference and the academic proposal for a Masters Programme, as reviewed by team leader and project manager. 

 

Necessary Qualifications:

• An advanced University degree in one of the following fields (one field expert will be recruited per each of the following fields of expertise);

*1. Political science, sociology, or anthropology, OR 2. Multinational criminal justice and/or human rights (experience in reparations, lustration and other civil matters would be an asset), OR 3. History (specific experience in Central and South Eastern Europe would be an asset), OR 4. Visual arts, humanities (specific experience in the field of memorialisation would be an asset). Minimum 5 years of professional experience in their field of expertise.

• Extensive experience working on transitional justice issues, at least two years experience in this area.

• Extensive experience in research and academia with experience in conceptualising research projects, at least two years experience in this area.

• Experience developing and drafting curricula.

• Excellent knowledge of English including excellent communication and drafting skills.

 

Remuneration:

Remuneration will be paid in instalments as follows:

• 20% will be paid after the delivery and approval of the first draft of the Methodology Framework.

• 20% will be paid after the delivery and approval of the first draft of the proposal for the conference on transitional justice.

• 20% will be paid after the delivery and approval of the first draft of the academic plan for the Masters Programme.

• The remaining amount shall be paid after the successful completion of all deliverables as stipulated in the Terms of Reference.
