Background
The Presence is implementing the UB project “Supporting prison reform in Albania with a special focus on preventing and countering VERLT in prisons and probation (Phase II)”.
The project will complement and intensify the ongoing wider efforts of the OSCE Presence in Albania (hereinafter “the Presence”) in supporting the Albanian Government in the fight against Violent Extremism and Radicalization that Lead to Terrorism (VERLT), with a particular focus on countering VERLT risks in prison and probation system. It will aim to support Albania in its efforts towards prison reform and the disengagement and reintegration of offenders. The Presence will continue to observe and support through this project the rights of people in detention, consolidating the progress made over the past years to improve the conditions in prisons in line with international standards and good practice. The particular focus of this project will be on preventing and countering VERLT in prisons and within the probation service, taking into account rehabilitation and reintegration efforts towards offenders.
The Presence, in co-operation with General Directorate of Prisons and the Albanian People’s Advocate (Ombudsman) will organize a one-day conference on vocational training and employment opportunities in the penitentiary system in order to support implementation of adopted policy documents. This conference will aim to raise the awareness of the importance of vocational training and employment opportunities in the penitentiary system. In addition, the conference will advocate for changes in the existing legal framework related to vocational training and employment of inmates. The outcome of the conference will be a set of recommendations on vocational training and employment for offenders. High-level representatives will be invited from the Ministry of Justice, General Directorate of Prisons and General Directorate of Probation Services, CSOs and other stakeholders.
Tasks/Responsibilities:
For the one-day conference on vocational training and employment opportunities in the penitentiary system, the Rule of Law and Human Rights Department of the Presence would like to engage the services of one National Expert who will be responsible to design and deliver presentations on these topics.
More specifically, under the guidance of the Project Manager, the expert will be expected to:
• Preliminary discuss/meet with the Project Manager, the representatives from the General Directorate of Prisons and the Albanian People’s Advocate (Ombudsman) to collect input for the presentations for the conference;
• Develop an outline for the presentations and consult with the Project Manager;
• Deliver the presentations on:
a. International standards and good practices on vocational training and employment of offenders,
b. Existing legal framework on vocational training and employment in Albania;
• Collect feedback or recommendations from participants in the conference;
• Prepare a report on the conference with recommendations on vocational training and employment for offenders.
Expected Outputs/Deliverables:
- Two presentations in Word and PowerPoint format;
- Handout materials for participants on the conference;
- Deliver presentations to participants;
- Report on the feedback received in the conference, including recommendations on vocational training and employment for offenders.
Necessary Qualifications:
• Advanced university degree in social sciences/law;
• Professional experience in the penitentiary system, with a special focus on projects on vocational training and employment;
• At least five years of professional experience in working with offenders;
• Professional experience as a trainer/lecturer.
Remuneration
The payment for this consultancy will be 600 Euros, in line with the fees paid for other previous similar assignment.
