Background

The Presence is implementing the extra- budget project “Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism in prisons and within probation services (Phase I).”

The project will complement and intensify the existing efforts of the OSCE Presence in Albania (hereinafter “the Presence”) in supporting the Albanian Government in the fight against Violent Extremism and Radicalization that Lead to Terrorism (VERLT). The particular focus of this project will be on preventing and countering VERLT in prisons and within the probation service, taking into account rehabilitation and reintegration efforts towards offenders. It will offer a platform to oversee the Human Rights Aspects in the handling of violent extremism cases. The project represents the first phase whereby the Presence intends to launch its activities in this area, including collecting the necessary data, and assessing the needs of the host country to tackle VERLT in the prison system and within the probation service, which will then inform future policy and law-making in the country, along with the Presence’s approach to it. To that end, the Presence has conducted a Needs Assessment of the management of Violent Extremist Prisoners and the Prevention of VERLT in Prisons and the Probation Service in Albania. The second component, the development and delivery of a basic training module for prison and probation staff on the phenomenon of VERLT in prisons has already been developed with the prison staff. As the third component within the first phase of the project, the Presence will organize a regional conference in Tirana focusing on addressing the topic of VERLT in the prison system and probation service. Overall, the project will identify the current context, issues and opportunities for the host country to tackle the VERLT phenomenon in prisons and the probation service in full compliance with international human rights standards. It will raise the awareness and capacities of penitentiary institutions to tackle the phenomenon by providing accurate studies and the key data which are currently lacking, while also assisting with the design of appropriate and human rights-compliant measures to help address this challenge. It will specifically focus on building the basis for risk reduction, disengagement and reintegration programmes and returning Foreign Terrorist Fighters (FTF’s) through interlinked components in the realm of prison and probation systems.   

As part of the project, in the framework of the Presence-initiated master programme “Administration of Social Institutions in the Justice System”, as well as a specific master curriculum on CVE that the Presence is designing, the Project will support an open lecture on P/CVERLT at the University of Tirana. The aim of this open lecture is to raise the awareness of targeted about 100 master students on the VERLT phenomenon and human-rights based interventions to tackle the phenomenon. One international expert and one local expert with extensive experience in both academic and CVE studies will be hired for this purpose as well, to shed light on some key aspects of the phenomenon from international and regional/national perspectives. In addition, the National Co-ordinator on CVE will be invited to share the Albanian Government efforts related to P/CVERLT. The hired experts will further be required to brief the teaching and research team of the master programme, as well as interested students, on research projects and academic efforts and opportunities in the field.  The open lecture will take place at the Faculty of Social Sciences.

Objective The Rule of Law and Human Rights Department of the Presence organizes an Open Lecture Day with Master Programme Students at the University of Tirana. The aim of this open lecture will be to raise the awareness of targeted about 100 master students on the VERLT phenomenon and human-rights based interventions to tackle the phenomenon.

 

Tasks/Responsibilities:

 

The Presence would like to engage the services of one National Expert who will be responsible for delivering: - Design and deliver a presentation PPT of PDF format on Violent Extremism and Radicalization that Lead to Terrorism (VERLT) phenomenon and human-rights based interventions to tackle this problem in Albania (see Background for more information) (tentative date 17-22 December 2018). 

More specifically, under the guidance of the Project Manager, the expert will be expected to:

• Preliminary discussion/meeting with the Project Manager to discuss the presentation; • Delivering a draft presentation one week before the event for further assessment by the Project Manager on the topics, terminology, length and other specifications; • Participating and delivering the presentation at the open lecture of the masters programme;

 

Expected Outputs/Deliverables:

- Developing and delivering one presentation on Violent Extremism Offenders and Human Rights, at the Open lecture of the masters programme (tentative date 17-22 December 2018). The expert candidate will be informed about the actual date on the day of the interview.

Location

The expert will work in total 2 working days, 1 day home-based preparatory day in Tirana and one day at the Open Lecture in Tirana, Albania.

 

Necessary Qualifications:

• Advanced university degree in law/social sciences;

• Knowledge of VERLT;

• At least five years of professional experience as an academic in the educational system or a law practitioner;

• At least 5 years of professional experience in criminal justice, especially on human rights issues with a special focus on prisons and probation;

• Very good knowledge of English including excellent communication and drafting skills.

 

Remuneration

The payment for this consultancy will be 500 Euros, payable as a lump sum upon successful delivery of the presentation.
