Background    
     
   

In line with its activities related to support to the Working Group of the Committee on Trade Facilitation and as a follow-up activity from 2020, the OSCE Programme Office in Dushanbe (POiD) intends to support the Ministry of Economic Development and Trade of the Republic of Tajikistan (MEDT) in implementation of the WTO Trade Facilitation Agreement and to further enhance the operation of the Coordination Committee on Facilitation of Trade Procedures. The activity includes provision of support to the MEDT by the POiD through hiring one National expert to carry out the tasks elaborated within the Terms of Reference.

Objective

The OSCE Programme Office in Dushanbe therefore requires the services of the National consultant to support the MEDT to further enhance the operation of the Coordination Committee on Facilitation of Trade Procedures and support in implementation of the WTO Trade Facilitation Agreement commitments.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the POiD Economic Officer and the Head of WTO Affairs Department of MEDT, the National expert will closely work with the Coordination Committee on Facilitation of Trade Procedures of the MEDT and other relevant stakeholders to implement and carry out the following tasks:

  • Reach out to relevant stakeholders, including private sector to collect their interests to bring into agenda of the CCFTP meetings;
  • In cooperation with CCFTP members review the current legislation of the Republic of Tajikistan and elaborate recommendations to compliance with the WTO Trade Facilitation Agreement;
  • Conduct the analysis of implemented measures by the Republic of Tajikistan in line with the WTO TFA and prepare recommendations on the mechanisms for realization of the remaining reforms in the framework of TFA. Ensure the monitoring of the WTO TFA implementation during the CCFTP meetings;
  • Considering the best experiences of the countries prepare the draft normative legal act on Special Safeguard, Antidumping and Countervailing Measure in 2 languages (Tajik and Russian);
  • Confirm the normative legal act on Special Safeguard, Antidumping and Countervailing Measure with the CCFTP Members and send it for approval to the Government of the Republic of Tajikistan;
  • In close coordination with the Executive Secretary (Head of the WTO Affairs Department) elaborate the programme and facilitate the CCFTP meetings;
  • Support in awareness raising of the business and trading community on the operations and achievements of the CCFTP by distribution of the information news and press-releases;
  • Coordinate and facilitate the organizational modalities of the CCFTP meetings and events;
  • Prepare the outcome reports with recommendations based on the results of CCFTP meetings, and follow-up implementation of the recommendations and decisions of the CCFTP.

The consultant will conduct his/her work from home and in certain occasions from the Ministry of Economic Development and Trade of the Republic of Tajikistan.

Deliverables and performance indicators

  • At least 50 meetings (including over the phone) with private and public sector are conducted in order to identify key issues and present them during the CCFTP meetings;
  • The recommendation on the reforms of the legislation of the Republic of Tajikistan to comply the WTO Trade Facilitation Agreement requirements are developed and presented during the CCFTP meeting;
  • An analysis on implemented measures of the WTO TFA by the Republic of Tajikistan and recommendations on the ways of realization of the remaining reforms in the framework of TFA are developed;
  • 4 monitoring reports on the implementation of the CCFTP decisions are sent to the management of the CCFTP and the Government of the Republic of Tajikistan December 2021;
  • Submitting report on work done related to the assignment, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints.
     
Necessary Qualifications    
     
   
  • University degree in Economics, International Trade/Law, Business Management or related fields;
  • Minimum 6 years of professional experience in the field of WTO issues and Agreements;
  • Knowledge on Tajikistan’s accession to the WTO and Tajikistan’s commitments;
  • Knowledge of WTO’s Trade Facilitation Agreement, Republic of Tajikistan’s obligations, functions of the Coordinating Committee on Facilitation of Trade Procedures and other issues related to WTO;
  • Professional fluency in the Tajik and Russian language, both oral and written. Good communication and drafting capacities in English;
  • Knowledge of the procedures of the WTO Trade Policy Review Mechanism;
  • Excellent research and technical writing skills, advanced knowledge of Tajikistan’s economy and trade, excellent skills on using the Microsoft Office tools and Online databases.

Remuneration Package    
     
   

The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
