Background  

The Governance Section’s 2019 project “Cultivating a Human-Centred Approach to Developing Networks of Governance Effectiveness (CHANGE)” aims to assist public institutions in performing their functions individually and also working well together as an integrated system of good governance. One of the key objectives of the project is to develop the government capacity to engage the public in a more systemic, open, and self-sustaining manner.

As part of the project, the Governance Section (GS) of the Democratization Department will assist a municipality government in the region of Prishtinë/Priština in tackling complex challenges and problems in public engagement at the municipal level. To this end, it will undertake a series of participatory analytical and experimental exercises with municipal government officials. Applying the interactive process of problem analysis, ethnographic research, solution analysis, and experimentation, the GS will help the municipality implement multiple potential solutions, assess their progress, and adapt them to solve the public engagement problem. 

To implement the activity, GS will require one local expert that provide municipal government officials with technical advice and assistance in organizing a series of public meetings between the municipal government and residents during the municipal budget preparation. The successful candidates will be expected to have relevant professional experience, strong client orientation, and substantial expertise in public engagement, marketing, communications, and event management.

Objective

The objective of this consultancy assignment is to assist the Governance Section in providing a municipality with technical advice and support in organizing a series of public meetings with residents on its 2020 municipal budget in a meaningful manner.

The duration of consultancy is seventy five (75) days working days between between 01 May to 20 September 2019

Tasks and Responsibilities  

Under the supervision of the National Programme Officer at the Regional Centre in Prishtinë/Priština, the consultant will carry out the following major tasks: 

Planning and Preparation 

  • Undertake a needs assessment for the organization of public meetings on the municipal budget
  • Based on the assessment, prepare a draft strategy for 2019 public meetings, including the objectives, milestones, activities, implementation arrangements, monitoring framework, and a timeline
  • Discuss the draft strategy with municipal government counterparts and seek for feedback; and
  • Revise the draft strategy as needed based on feedback.

Outreach and Communications

  • In line with the public consultation strategy, coordinate the effort to reach out to targeted groups, including but not limited to residents, civil society organizations, and media organizations, and communicate on the public meetings on the 2020 municipal budget
  • In coordination with the Governance Section team, undertake primary and secondary research on emotional and/or functional needs that the target audience has related to public meetings
  • Prepare a list of the core, unique emotional and/or functional benefits that the public meetings can promise to offer to the target audience
  • In consultation with the Governance Section team, develop a positioning statement of the public meetings that describes for the target audience the meetings’ unique nature, experience, emotional and/or functional benefits; and
  • Develop a terms of reference for a local public relations/event management organization and engage it in the implementation of the public consultation strategy. 

Meeting Organization and Management

  • Provide advice and assistance in the organization of public meetings
  • Determine suitable formats, agenda, speakers, and staffing at the public meetings
  • Ensure that budget information will be presented in a simple, accessible manner
  • Orchestrate and oversee the management of the public meetings; and
  • Ensure that participants have overall satisfactory experience at the meetings. 

Reports and Deliverables

The consultant will report to the National Programme Officer at the Regional Centre in Prishtinë/Priština. The consultant shall submit the following deliverables:

  • A first activity report on needs assessment (May 2019)
  • Second activity report on a public consultation strategy (June 2019)
  • Third activity report on communications and outreach efforts (July 2019)
  • Fourth activity report on public meeting summaries (August 2019)
  • Final activity report on recommendations (September 2019)

Performance Indicators

  • Timely submission of the first activity report satisfactory to the Governance Team
  • Timely submission of the final activity report satisfactory to the Governance Team

Necessary Qualifications  

  • A Master’s degree (or equivalent) in communications, public relations, advertisement, marketing, business administration, political science, public administration, public policy, international affairs, economics, or a related discipline
  • Minimum five (5) years of relevant professional work experience, including event management, public relation campaigns, consulting and advisory services, policy advocacy, and program management
  • In-depth understanding of public engagement challenges and issues facing municipalities in Kosovo
  • Proven teamwork and leadership skills, working with multi-disciplinary teams.
  • Strong client orientation
  • Excellent communications skills, including facilitation, oral presentations, writing sections of papers, briefs, independent reports
  • Fluency in Albanian. Knowledge of English and other languages in the region is a plus.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
