Background
The Governance Section’s 2019 project “Cultivating a Human-Centred Approach to Developing Networks of Governance Effectiveness (CHANGE)” aims to assist public institutions in performing their functions individually and also working well together as an integrated system of good governance. One of the key objectives of the project is to develop the government capacity to engage the public in a more systemic, open, and self-sustaining manner.
As part of the project, the Governance Section (GS) of the Democratization Department will assist a municipality government in the region of Prishtinë/Priština in tackling complex challenges and problems in public engagement at the municipal level. To this end, it will undertake a series of participatory analytical and experimental exercises with municipal government officials. Applying the interactive process of problem analysis, ethnographic research, solution analysis, and experimentation, the GS will help the municipality implement multiple potential solutions, assess their progress, and adapt them to solve the public engagement problem.
To implement the activity, GS will require one local expert that provide municipal government officials with technical advice and assistance in organizing a series of public meetings between the municipal government and residents during the municipal budget preparation. The successful candidates will be expected to have relevant professional experience, strong client orientation, and substantial expertise in public engagement, marketing, communications, and event management.
Objective
The objective of this consultancy assignment is to assist the Governance Section in providing a municipality with technical advice and support in organizing a series of public meetings with residents on its 2020 municipal budget in a meaningful manner.
The duration of consultancy is seventy five (75) days working days between between 01 May to 20 September 2019
Tasks and Responsibilities
Under the supervision of the National Programme Officer at the Regional Centre in Prishtinë/Priština, the consultant will carry out the following major tasks:

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
