With the goal of strengthening two of Albania’s premier media-related public institutions, broadcaster RTSH and the University of Tirana’s Journalism Department, Media in Focus is a 30-month project being implemented by the OSCE Presence in Albania with funding support from the European Union. The European Broadcasting Union (EBU) is also providing valuable expertise on professional training for journalists as well as mentoring and coaching them specifically on investigative reporting.

In assisting RTSH, the Project will support the enhancement of programming, through providing co-production and mentoring assistance for at least three new flagship productions as well as organizing training activities for RTSH staff in Tirana and regional studios.

Objective:
Support the Albanian Public Broadcaster (RTSH) in conceptualizing based on fresh ideas, establishing and co-producing three flagship programs, with an investigative approach, focused on:
1) Health education, information and investigation program; 2) Investigative and educative program on environmental issues; 3) Program on court cases relevant for Albania justice to underline the role of the justice and impact on a democratic society.
The new programs will inform the public on imminent issues related to the environment, health issues and court cases, through fact-based reporting, in-depth research and quality journalism. These TV programs will be broadcast by RTSH and will help the Public Broadcaster get closer to the public and improve the offer to the public with fresh ideas and qualitative productions.
Tasks and responsibilities:
The successful candidate will be expected to:
• Offer a coherent structure/format for weekly program with investigative approach program (one of the three programs mentioned above) with a duration of 50 minutes. • Identify stories/topics of public interest (12 episodes in total) focusing on the above mentioned issues to be explored in the weekly programmes • Project and plan for an investigative approach throughout the work for the program/documentaries • The author(s) will participate and contribute in adjusting the format according to the production budget, fully aware of the financial limitation; he/she will provide creative solutions to support production team • The author(s) will work closely with the production house, the EBU advisers and the broadcaster (RTSH) to deliver a high quality television production
Expected Output/Deliverables:
• Create a concept note for the investigative show and a format/ structure, which will be applied in all episodes of the show and will be developed further. A draft-budget will accompany the concept note. • Elaborate ideas for a program for 12 TV episodes/documentaries, all 12 episodes on one of the following topics::
1. Health education, information and investigation program; 2. Investigative and educative program on environmental issues; 3. Court cases relevant to underline the role of the justice and impact on society
Necessary Qualifications: • At least five year experience in creating/producing documentaries/TV programs/shows which were broadcasted by various media • Experience in researching, reporting, publishing and TV producing • Professional knowledge in fact-based reporting and in-depth research • Excellent communication skills
The remuneration will done in line with the OSCE consultancy fees.
