Background | ||
One of the main pillars of the Ohrid Framework Agreement is the process of decentralization. It was designed to transfer administrative, technical and financial power for the provision of public services from central to local government level. The framework law regulating the system of local self-government in the country is the Law on Local Self-Government, which was adopted in 2002. For the first time since its entering into force, The Ministry of Local Self-Government (MLSG) is committed to initiate a process of assessing the implementation of the provisions of the Law and approached the Mission for cooperation in structuring the activities in order to produce a report by the end of 2019, which would be submitted to the Government. In order to channelize the work on the Law assessment, the Mission seeks to hire a National Expert in the area of local self-government/decentralization to complement internal knowledge and experience in the area of local self-government. The Expert will serve as single point of coordination and provide complementary specific expertise and skills to implement the Methodology for assessing the implementation of the laws and together with the in-house Mission and Ministry of Local Self-Government experts / Working Group, produce an assessment report with recommendations for necessary amendments of the existing Law. |

Remuneration Package | ||
For the services provided, the National Expert will be remunerated a total of 2,500 EUR (lump sum). The period of engagement is May to November 2019. Payment will be done in three instalments, after successful completion of the services requested for the respective period. |
