Background    
     
   

One of the main pillars of the Ohrid Framework Agreement is the process of decentralization. It was designed to transfer administrative, technical and financial power for the provision of public services from central to local government level. The framework law regulating the system of local self-government in the country is the Law on Local Self-Government, which was adopted in 2002. For the first time since its entering into force, The Ministry of Local Self-Government (MLSG) is committed to initiate a process of assessing the implementation of the provisions of the Law and approached the Mission for cooperation in structuring the activities in order to produce a report by the end of 2019, which would be submitted to the Government.

In order to channelize the work on the Law assessment, the Mission seeks to hire a National Expert in the area of local self-government/decentralization to complement internal knowledge and experience in the area of local self-government. The Expert will serve as single point of coordination and provide complementary specific expertise and skills to implement the Methodology for assessing the implementation of the laws  and together with the in-house Mission and Ministry of Local Self-Government experts / Working Group, produce an assessment report with recommendations for necessary amendments of the existing Law.

     
Tasks and Responsibilities    
     
   
  1. Compile and analyse available materials relevant for the implementation of the Law on Local Self-Government – including legal documents, assessment reports from various national and international organisations, research studies on the challenges of the local self-government reform in the country by 20 May 2019;
  2. Participate in all meetings of the Working Group (at least five in the period May to November 2019) for the assessment of the implementation of the Law on Local Self-Government in the period May to November 2019;
  3. In cooperation with the Mission’s staff and the Ministry of Local Self-Government representatives, participate in and facilitate the eight regional debates for assessing the implementation of the Law on LSG in the period May to November 2019; compile minutes from each debate one week after the debate at latest and send them to the Mission and the Ministry for consideration and approval;
  4. Contribute to the development of the Questionnaire for the opinion poll on the citizens’ perception with the current status of the local self-government and local service provision in the period June to August 2019;
  5. Propose structure for the final report, which should be compiled after the assessment process (meeting of the Working Group, regional debates, opinion poll) by 30 September 2019;
  6. Produce draft report from the assessment process, including the findings of the opinion poll and submit it for feedback to the members of the Working Group by 20 October 2019;
  7. Produce a final report from the assessment process in Macedonian language for the Mission’s and the Ministry’s consideration and approval by 15 November 2019.
     
Necessary Qualifications    
     
   
  • First level university Degree in law, public administration, economy, political sciences, or other field relevant to the local self-government/ decentralization process;
  • Experience in the conducting assessment of the implementation of the legislation in accordance with the valid Methodology in the country;
  • Experience in conducting research studies in the area of decentralization /local self-government reform;
  • At least 7 years of professional experience in managing projects in the field of public administration / local self-government reform, local self-government, fiscal decentralization, promoting rule of law and good governance in public institutions;
  • At least 3 years of experience in providing consultancy services in the area of local self-government reform;
  • Excellent analytical, communication, presentation, organizational and writing skills;
  • Knowledge of English language;
  • Computer advanced;
  • Gender sensitivity and basic knowledge on the concepts of mainstreaming gender into legislation.

 

 

 
Remuneration Package    
     
   

For the services provided, the National Expert will be remunerated a total of 2,500 EUR (lump sum).

The period of engagement is May to November 2019. 

Payment will be done in three instalments, after successful completion of the services requested for the respective period.
