The OSCE Presence in Albania has been supporting the Albanian authorities to raise their capacities and understanding of environmental crime issues since 2015. The support has consisted of the establishment of an inter-agency approach to tackle environmental crime issues in a consistent, multi-disciplinary and cross-sectorial approach. As such, an inter-institutional group against environmental crimes (IGEC) was established in 2015 composed of 11 law enforcement institutions. The IGEC has identified a strategic action plan 2018-2021 with several measures to prevent, prosecute and deter environmental crimes at national and local level. In addition, the Presence has supported the preparation of a handbook on the functions and competences of local authorities in preventing environmental crimes. In 2020, the Presence will maintain a focus on its work with civil society. In this context, the Presence will interact more effectively with law enforcement agencies in order to raise awareness and make local authorities more accountable in preventing and deterring environmental crimes. Focus will be given to the increase of visibility for the sector deemed as priority for Albania. Awareness raising, targeted capacity building measures about environmental crimes and collaboration are required to support the various stakeholders involved in the fight against environmental crime in Albania, to raise the profile and priority relevance of environmental crime in the country.
In this context, the project plans to increase the public outreach of our work in the sector through the means of infographics, short videos and the power of statistics to highlight our work to the external and larger audiences. The Presence is planning to hire the services one graphic designer to advice, design and create visible tools on the work in the sector of environmental crimes.
Tasks and responsibilities:
The graphic designer expert will support the preparation of an infographic and a short video story for the social media regarding the Presence’s work in the area of environmental crimes and will work under the direct supervision of the National Programme Officer of Local Governance and Property and will be responsible as follows:
Task 1: Analyze the given information of the Presence’s work and delivered products carried out in the area of environmental crime ( Strategic Action Plan 2018-2021; handbook on environmental crime, project activities and results that will be shared by the Presence) and provide sound guidance on the outline development of the infographic and a video animation on the environmental crime activities.
Task 2: Designing, illustrating and laying out issues in the proposal for print (English and Albanian) and/or web (English, and Albanian). In particular, this will include designing illustration, developing, infographics and selecting photos as needed, incorporating all recommended changes and corrections;
Task 3: The expert will attend a first information meeting with the National Programme Officer that will provide the data and elements to be processed. The video will mostly but not only be build on the information and the elements used in the infographic;
Task 4. Ensure the infographics are gender/political sensitive to the need for maintaining balance and promoting mutual trust amongst the participating states.
Task 5. Present the draft video and draft infographic during a technical meeting held at the Presence’s premises by first week of April 2020.
Task 6: Finalize the video and the infographic reflecting comments and feedback received from the Presence during the technical meetings.
Note: All deliverables shall be in the Albanian and English languages.

2 First layout of the video content/skeleton (up to 1 min) in Albanian and English: 1st week of April 2020
3 Submit draft infographic and video animation on environmental crime in Albanian and English: 30 April 2020
4 Deliver final product of the infographic in English and Albanian and video/animation: 10 May 2020.
The preparation of all deliverables should be in Albanian and English language.
Necessary Qualifications:
• University degree in graphic arts or a related field;
• A minimum of four years of professional experience in graphic design, including experience in designing publications for print, web and tablet formats would be desirable;
• Demonstrated creative talent and a passion for magazine design and visualizing a written message;
• Flexibility and an ability to work under pressure and to meet deadlines;
• Professional fluency in English and Albanian;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Strong ability to carry out work independently.

Remuneration Package: The payment will be done according to OSCE consultants remuneration scale.
The total Fee for this conultancy is EUR 1,500 based on an estimate of 10 working days within 2 months with a 150 EUR per day.
