Background    
     
   

In line with its support initiatives to the Ministry of Economic Development and Trade of the Republic of Tajikistan (MEDT), the OSCE Programme Office is planning to evaluate and analyze two Free Economic Zones in Sughd and Kulyab. The aim of the evaluation and analysis is to identify the international market potential for these FEZs, quantifying the difference of costs for producing potential products within and out of the FEZs.

In this regard, the OSCE Programme Office in Dushanbe is looking for a highly qualified National Expert, to conduct this task. The National Expert on FEZ Export Market Analysis will be coordinating its activities and performing its tasks in coordination with OSCE Programme Office in Dushanbe and the Ministry of Economic Development and Trade. In addition, under the supervision of the International Expert,  the National expert will closely cooperate and coordinate its work with the National Expert on FEZ Legal Framework and the International Expert.

Objectives of the assignment:

To provide the MEDT and the OSCE POiD with detailed market analysis for identified categories of products to be produced in the FEZs and exported.

 

     
Tasks and Responsibilities    
     
   
  • Review of exiting literature on export potential of Tajikistan;
  • Identification of most potential products to be produced in the selected FEZs;
  • Identification of the most potential export markets for the identified products;
  • Comparative cost analysis of producing the identified products within and out the selected FEZs.

Expected output and performance indicators:

Detailed recommendations on export Market Analysis for potential products to be produced and exported by potential subjects operating in the FEZs in Sughd and Kulyab.

Reports and time schedule:

Expert will submit a final report, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints.

     
Necessary Qualifications    
     
   
  • University degree in Economics, management or relevant field;
  • More than six years of practical work experience in the relevant field of expertise; Proven experience in conducting economic studies, market and export analysis and other relevant economic researches in Tajikistan and/or in other countries;
  • Knowledge of FEZs laws and regulations is an asset;
  • Excellent written and verbal communication skills in Tajik and Russian, knowledge of English is an advantage;
  • Ability to collect and analyze quantitative and qualitative data;
  • Demonstrated communication skills and team-work;
  • Ability to work independently and under time pressure;
  • Proficiency in Microsoft Office.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
