Background
The Presence is implementing the extra-budgetary project “Building capacities of Albanian institutions and professionals in the field of Transitional Justice through the establishment of a Centre for Justice and Transformation.”
The project aims to further strengthen the foundations of democratic debate and democratic institutions in Albania by further supporting research structures and capacities as well as academic discussion on transitional justice. More specifically, the project will support the establishment of a Centre for Justice and Transformation (CJT) at the University of Tirana and the enhancement of teaching and research capacities on transitional justice conducted by the CJT, leading to a better-informed and facts-based discourse on how Albania deals with the human rights violations of its past and how the initiatives to tackle the past impact the current democratization process.
The Project will focus on four main interlinked components: 1. Establishment of the Centre for Justice and Transformation at the University of Tirana, as an interdisciplinary academic and research structure of the Faculty of Law, Faculty of Social Sciences and Faculty of History of the University of Tirana; 2. Development of interdisciplinary specialized intensive research theory and practice modules on transitional justice in English language, covering the thematic areas of the Faculty of Law, Faculty of Social Sciences, and Faculty of History of the University of Tirana; 3. Building the research and teaching capacities and resources of the Faculty of Law, Faculty of Social Sciences and Faculty of History of the University of Tirana through a one-month mentoring program, delivered by a renowned European University with long-term expertise in research and teaching on transitional justice; 4. Encouraging the research initiatives on transitional justice performed by the graduate and post-graduate students of the University of Tirana.
Objective The Presence’s Rule of Law and Human Rights Department is looking for National Expert in the field of history studies to develop and conduct the research and academic teaching activities of the Centre for Justice and Transformation in the field of transitional justice, with specific focus on history studies.
Tasks/Responsibilities:
Under the guidance of the Project Manager, the expert will be expected to:
• Provide a summary of proposed activities to the 2019/2020 CJT’s work-plan in the field of transitional justice, according to the summary template prepared by the Project manager for this purpose, not exceeding 5 pages, by 30 August 2019; • Participate in an academic exchange and mentoring program on academic research and academic teaching in the field of transitional justice, organized by the Presence in July/August 2019 in Tirana, Albania, lasting max. 4 working days; • Periodically review the work of two (2) young academic researchers, conducting research in the field of transitional justice, and prepare min. 3 progress reports after each review with recommendations to the young researchers; • Develop a draft version of two (2) academic teaching modules in the field of transitional justice, covering the History of communism and totalitarian regimes, and History of communism in Albania, where each module should be minimum 8 pages, Times New Roman format, 12 font, 1.5 line spacing, English language, based on the structure and module template provided by the Project manager, by the end of September 2019; • Working in pair with an international consultant, recruited by the Presence, to edit and finalize the two (2) academic teaching modules in the field of transitional justice, by the end of October 2019.
Expected Outputs/Deliverables:
1. Deliverable: Completed summary template with the proposed activities to the 2019/2020 CJT’s work-plan in the field of transitional justice, by 30 August 2019; 2. Deliverable: Based on the academic exchange and mentoring program on academic research and academic teaching in the field of transitional justice, draft version of the 2 academic teaching modules on the topics of transformations, covering of History of communism and totalitarian regimes, History of communism in Albania; where each module should be minimum 8 pages, Times New Roman format, 12 font, 1.5 line spacing, by the end of September 2019; 3. Deliverable: Reviewed final version of the 2 academic teaching modules on the topics of transformations, covering of History of communism and totalitarian regimes, History of communism in Albania, by the end of October 2019; 4. Deliverable: Three (3) progress reports with recommendations, elaborated based on the template provided by the Presence, by the end of November 2019.
Necessary Qualifications:
• Advanced university degree in history/anthropology; • At least 8 years of professional teaching experience in academia (higher education system) in Albania; • At least 2 years of experience in management and administration, preferably in educational institution; • At least 2 years of experience in design and implementation of academic research project, or academic teaching project, or any similar project implemented by the higher education institution; • Knowledge of, and preferably professional experience in, development and accreditation process of a new academic teaching curricula in Albania; • Desirable, at least 2 years of experience working with/for similar structure as the CJT; • Excellent drafting skills and proficient level of English language; • Very good knowledge of Albanian language.
Remuneration
The payment for this consultancy will be 1,800 Euros payable in 2 instalments as follows:
- The first instalment of 50% of the total payment will be paid upon submission and approval for the Project Manager of deliverables 1 and 2:
- The second instalment of 50% of the total payment will be paid upon submission and approval for the Project Manager of deliverables 3 and 4.
