Background    
     
   

As part of the project "Support North Macedonia in advancing Rule of Law and Human Rights" the OSCE Mission to Skopje has committed to support the creation and implementation of legal text and policies including inter alia drafting the new National Strategy for Equality and Non-Discrimination for the period 2021-2025, and evaluating the previous one (2016-2020). This will have an added value as will define the strategic path of the State in this area and support the effective implementation of the Law on Prevention and Protection from Discrimination that entered into force late 2020. 

In early 2021, jointly with the Ministry of Labour and Social Policy (MLSP), the Mission supported the evaluation of the past National Strategy on Equality and Non-discrimination 2016-2020 thus assessing what was implemented and what was not under the three strategic goals of the Strategy  and paving the way for drafting the new Strategy for the period 2021-2025.

For the purpose of drafting of the new National Strategy for Equality and Non-Discrimination 2021-2025, the Mission seeks to engage one National Expert.

     
Tasks and Responsibilities    
     
   
  1. To develop layout and methodology of drafting the new the National Strategy on Equality and Non-discrimination 2021-2025 with due consideration of the Evaluation report of the implementation of the National Strategy on Equality and Non-discrimination 2016-2020;
  2. To facilitate and guide the Anti-Discrimination Coordinative Body in drafting the new Strategy;
  3. To conduct interviews with relevant stakeholders, state and non-state, as part of the process of drafting of the new Strategy;
  4. To facilitate at least two focus group discussions aiming at receiving input on the new Strategy;
  5. To draft the new National Strategy on Equality and Non-discrimination 2021-2025;
  6. To regularly coordinate with the Project Manager throughout all stages of the process.
     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • First-level University degree in law, social sciences or human rights or equivalent to experience in human rights;
  • At least six years of relevant work experience in legal drafting;
  • Proven knowledge and expertise in the field of anti-discrimination and equal treatment;
  • Previous work experience with/for state institutions on strategic documents and strategic thinking;
  • Excellent written and oral communication skills, advanced legal drafting skill and great organization skills;
  • Previous experience in drafting strategic documents and analysis;
  • Fluency in Macedonian and English language, spoken and written;
  • Computer literacy;
  • Ability to work with minimum supervision.

Remuneration Package    
     
   

For the services provided, the contracted expert will receive honoraria in the amount of 100 EUR per working day for 25 consultancy days, in total 2500 EUR.

Payment will be made upon successful completion of all tasks and responsibilities.

The foreseen period of engagement is July to September 2021.
