“Enhancing Ukraine’s Chemical Emergency Response Capacity” Project

Background information

The OSCE Project Co-ordinator in Ukraine currently implements the “Enhancing Ukraine’s Chemical Emergency Response Capacity” Project aimed at strengthening capacity of the State Emergency Service of Ukraine (SESU) to train personnel, dealing with chemical emergency response, to assess hazards from chemical incidents and to co-ordinate emergency response with other national stakeholders.

The Project foresees revision of the chemical component of the existing Chemical, Biological, Radiation and Nuclear (CBRN) educational program and training curriculum at the SESU training institutions, purchase and donation of mobile chemical identification laboratory, and development of methodological guidelines for both chemical sampling procedures and inter-agency chemical emergency response procedures at high-risk chemical facilities.

With the view to facilitating high-quality chemical identification, effective response actions and emergency response, SESU needs instructions regulating the proper procedures of sampling at the chemical emergency site. Therefore, the PCU requires a National Expert, who will develop methodological guidelines for on-site chemical sampling for SESU.

Please note that this is a consultancy assignment of approximately 15 working days. The consultant will be required to work from home with the ability to travel if necessary.

Task

In close consultation with the representatives of the Project beneficiary and the OSCE PCU Project team, the selected expert will:

  • analyse the existing national sampling procedures and techniques (if available) used by SESU and other national stakeholders (State Border Guard Service, National Police and other law enforcement agencies, health institutions, etc.); 
  • analyse the international best practice on sampling at the chemical emergency site;
  • develop the first draft of methodological guidelines for on-site sampling for the SESU CBRN units comprising recommendations on assessment of the situation, protective and specialist equipment, conducting the sampling with brief instructions (solid, pastes, soil, vegetation, water and liquids, gas samples, etc.) decontaminating the samples, sample packaging and transportation, sample collections points;
  • participate in presentation and discussion of the first draft of the developed methodological guidelines at the working meeting with the participation of project beneficiary and other national stakeholders involved;
  • develop the final draft of methodological guidelines according to the feedback and recommendations received from the national stakeholders during the working meeting;
  • compile methodological guidelines into an easy step guide for first responders dealing with chemical emergency response;
  • co-operate with and supervise a designer working on the easy step guide on sampling;
  • agree the final design of the easy step guide on sampling with the project beneficiaries.

Necessary Qualifications:

  • University degree in chemistry, biology, civil protection, industrial safety, CBRN protection or related sphere. Relevant advanced training in CBRN emergency response and CBRN sampling would be an advantage;
  • Minimum 2 years of professional experience in the fields of health, civil protection or industrial safety. Relevant experience of working at the analytical laboratories would be an advantage; 
  • Experience in on-site chemical substances sampling, examinations and analysis using portable analytical systems;
  • Experience of cooperation with or working within the law-enforcement or emergency response state institutions and state laboratories system will be an advantage;
  • Participation in international trainings and conferences on chemical, biochemical identification and chemical analytical equipment developments or cooperation with the international organizations in the field of analytical chemistry will be an asset;
  • Excellent knowledge of Ukrainian and working knowledge of English including excellent communication and drafting skills;
  • Computer literate.

Remuneration Package:

According to the PCU consultancy fees guidelines.
