The OSCE Programme Office in Dushanbe is looking for highly qualified, motivated and experienced national experts for creating a library catalogue by developing and implementing policies and procedures for cataloguing, including the de-duplication of records and other improvements for its Border Management Staff College library.
The library contains books, magazines and other visual aids (CD/DVD) and there is a requirement for cataloguing, classifying, maintaining library materials and most importantly setting up a databases and information system to catalogue and access information for the BMSC courses participants to have an opportunity finding necessary literature using a card and electronic catalogues.

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Provide revision of existing books, publications, CD/DVDs, electronic publications;
- Create a library card (stationary) catalogue;
- Register books, publications, CD/DVDs accordingly in special registration books;
- Code, classify, and catalogue books, publications, CD/DVDs, and other library materials based on subject matter or standard library classification systems;
- Collaborate with BMSC staff, in integrating the library catalogue and BMSC content of the publication;
- Manage all aspects of the library including cataloging, collection development, reference and access, planning;
- Lead the implementation of the plan for the protection of the collections and archives of the BMSC;
- Teach BMSC staff and other users to search for information using the created database (catalogue).

Necessary Qualifications |
|
|
|
|
|
|
|
- Certification in librarianship or related;
- At least two years of full-time experience as a professional librarian with tasks such as cataloguing, reference, acquisitions, circulation, planning, management and supervision of staff;
- At least one year experience working with an automated library (modules catalogue and circulation);
- Knowledge or experience in the preservation of library collections in Tajikistan;
- Working knowledge of basic computer tools such as Microsoft Word, Excel, PowerPoint and Access;
- Excellent verbal and written communication skills in Russian; knowledge of English language would be an asset.

Remuneration Package |

The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE POiD established rates. Applicants should indicate whether they wish to be included in the OSCE POiD Roster of Consultants for similar assignments. |
