Background

The Presence is implementing the extra- budget project “Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism in prisons and within probation services (Phase I).” The project will complement and intensify the existing efforts of the OSCE Presence in Albania (hereinafter “the Presence”) in supporting the Albanian Government in the fight against Violent Extremism and Radicalization that Lead to Terrorism (VERLT). The particular focus of this project will be on preventing and countering VERLT in prisons and within the probation service, taking into account rehabilitation and reintegration efforts towards offenders. It will offer a platform to oversee the Human Rights Aspects in the handling of violent extremism cases. The project represents the first phase whereby the Presence intends to launch its activities in this area, including collecting the necessary data, and assessing the needs of the host country to tackle VERLT in the prison system and within the probation service, which will then inform future policy and law-making in the country, along with the Presence’s approach to it. To that end, the Presence has conducted a Needs Assessment on the management of Violent Extremist Prisoners and the Prevention of VERLT in Prisons and the Probation Service in Albania. The second component is on the development and delivery of a basic training module for prison and probation staff on the phenomenon of VERLT in prisons. As the third component within the first phase of the project, the Presence will organize a regional conference in Tirana focusing on addressing the topic of VERLT in the prison system and probation service.

Overall, the project will identify the current context, issues and opportunities for the host country to tackle the VERLT phenomenon in prisons and the probation service in full compliance with international human rights standards. It will raise the awareness and capacities of penitentiary institutions to tackle the phenomenon by providing accurate studies and the key data which are currently lacking, while also assisting with the design of appropriate and human rights-compliant measures to help address this challenge. It will specifically focus on building the basis for risk reduction, disengagement and reintegration programmes and returning Foreign Terrorist Fighters (FTF’s) through interlinked components in the realm of prison and probation systems.   

 

Objective

The Rule of Law and Human Rights Department of the Presence will conduct a research within the Albanian Penitentiary System on the effects of violent extremist groups in prisons, the push and pull factors and the way how current management and procedures can mitigate these effects. For this purpose the RoLHRD is looking to hire 2 (two) National experts (researchers) to conduct the research in prison and deliver a report on the research findings.

The research will be performed simultaneously by 2 (two) National experts (researchers) in different prisons of the Penitentiary System in Albania and based on the same methodology provided by the Project Manager.

Tasks/Responsibilities:

The Rule of Law and Human Rights Department of the Presence would like to engage the services of 2 (two) National Expert who will be responsible for conducting research within 2 groups of three prisons systems in Albania (1st group: Burrel prison, Fushë-Kruja Prison and Lezha Prison; 2nd group Fier prison, Peqin Prison and Durrës Prison) on the effects of violent extremist groups in prisons and will deliver a report on the research findings.

 

More specifically, under the supervision and guidance of the Project Manager on the research methodology, the expert will be expected to:

 

• Meet with the Project Manager to set e timeline for the development of the research;

• Preliminary discussion/meeting with the General Directorate of Prisons and other appointed staff, to collect input on the violent extremism offenders, the number of prisons they will be traveling;

• Submit to the Project Manager the draft outline of the research;

• Travel to the indicated prisons (3 locations);

• Discuss the draft report and its findings with the Project Manager;

• Finalize the report on the research findings under the supervision and recommendations of the Project Manager.

 

Expected Outputs/Deliverables:

- Outline and methodology of the research to be submitted no later than two weeks after signing the contract;

- Deliver a report on the findings of this research based on a mixed qualitative and quantitative approach.

Location

The expert will work from his/her offices in Tirana, Albania. He/She is required to travel and conduct research in prisons  (as mentioned above). The travel logistics with be arranged by the OSCE PiA upon prior authorization from the General Directorate of Prisons.

 

Necessary Qualifications:

• Advanced university degree in law or social sciences;

• Professional experience in criminal justice, human rights issues, with a special focus on prisons;

• At least five years of professional experience as an academic in the educational system in Albania or a law practitioner;

• Extensive knowledge on preventing and countering violent extremism and radicalization;

• Professional experience in conducting research in the justice system;

• Professional experience in drafting baseline/assessment reports in the justice system;

• Very good knowledge of Albanian including excellent communication and drafting skills.

 

Remuneration

The payment for this consultancy will be EUR 3.000 EUR for 1 consultant, payable as a lump sum after the submission of the research report and upon successful certification by the Project Manager Travel costs will be covered by the Presence as per regulation.
