Background
Under the OSCE Presence in Albania (hereinafter the Presence) Extra-budgetary Project “Action Against Human Trafficking in Albania”, funded by United Kingdom and implemented through the lead of UNICEF Albania, the Presence will conduct the first Albanian language anti-trafficking simulation-based training exercise. This training promotes an innovative approach to capacity building, whereby anti-trafficking practitioners engage in real-time simulated scenarios to identify and investigate human trafficking, including in the context of migration. During the training activities, practitioners from Albanian law enforcement, social services, labour inspection, migration authorities, NGOs as well as lawyers and human rights defenders will work in teams to investigate simulated cases of labour and sexual exploitation, including child victims of trafficking. The exercises will be built on realistic, expert-developed scenarios, based on the well-established design of previous exercise conducted by the OSCE Office of the Special Representative and Coordinator for Combatting Trafficking in Human Beings. The training document library includes extracts and workflows of the various aspects of the legislation and procedures in the field of combatting trafficking in human beings in in Albania, which the trainees will access throughout the training delivery.
Objective
The Presence will hire one national legal expert to provide a schematic flow of the processes involving victims’ identification, assistance and referral, coordination mechanisms and institutions and relevant contacts, to be used for the scope of the training and afterwards.
Tasks
Under the supervision of the National Anti-trafficking Officer, the consultant will perform the following tasks:
• Draft a schematic representation of the processes involving victims’ identification, assistance and referral, coordination mechanisms and institutions and relevant contacts, with separate schemes for adults and children. • Draft a schematic representation of all institution members of the Anti-Trafficking National Referral Mechanism, including contact information of the members. • Draft a schematic representation of the Responsible Authority of the Anti-Trafficking National Referral Mechanism, which provides for a description of duties, roles and contact information.
The expert will collaborate closely with the Presence National Anti-trafficking Officer Project Manager and the Office of the National Anti-Trafficking Coordinator, Ministry of Interior for the most up-to-date procedures in the related areas. This consultancy envisages desk0based research and online meetings. No travel within or outside Albania is required.
Deliverables and performance indicators
1. 1.1 Draft report describing: a) Processes involving victims’ identification, assistance and referral, coordination mechanisms and institutions and relevant contacts, with separate schemes for adults and children. b) Institution members of the Anti-Trafficking National Referral Mechanism, including contact information of the members. c) Responsible Authority of the Anti-Trafficking National Referral Mechanism, with a description of duties, roles and contact information.
1.2 Sample of the schematic diagrams for each of the descriptions under point 1.1. The sample must contain the variety of processes, providing a visual representation of all of the individual tasks, processes and accurate description of titles and duties. By 5 July 2021 2. Consultations with the anti-trafficking directorate, State Agency of Children’s Rights and Protection, Ministry of Interior for updated information and refection of feedback. Meetings will be facilitated by the Presence. July2021 3. Final report and schematic diagram, based on feedback from the OSCE Presence in Albania By 15 July 2021
Qualifications:
• Advanced degree in Law; • A minimum of five (5) years’ experience as expert in anti-trafficking issues with proven expertise in the anti-trafficking national referral mechanism; • Previous consultancy experience with international organisations in the anti-trafficking area; • Previous and demonstrated experience in designing schematic representations of multi-agency approaches in the anti-trafficking area • Strong analytical ability; • Excellent English writing skills; • Prior experience of preparing reports or publications on related issues.
Remuneration
The payment for this consultancy will be in line with OSCE applicable rates.
