Background    
     
    Under overall supervision of the Head of Programme Office (Head of Mission, HoM) and direct supervision of the Deputy Head of Programme Office (Deputy Head of Mission, DHoM) the National Executive Officer is the principal liaison between the Office of the Head of Mission (OHoM) and other programme staff, as well serves as one of the liaisons with the Ministry of Foreign Affairs (MFA). The National Executive Officer coordinates the proper workflow within the OHoM.
     
Tasks and Responsibilities    
     
   
  1. Oversees all institutional memory of OHoM; ensures proper handover of records within the dimensions; ensures introduction of the new records management system for the OSCE Programme Office in Bishkek (POiB) as advised by the OSCE Secretariat, including the elaboration of the necessary strategies and documents; provides trainings on new records management tools;
  2. Leads and co-ordinates the organization of high-level protocol visits/events, drafts and arranges the programs of visits, co-ordinates with all parties involved (departmental representatives, security, transport), as well as co-ordinates the OSCE POiB events, such as retreats and team-building exercises;
  3. Serves as one of the liaisons between the MFA of the host country and the OSCE POiB on the matters of the daily operation of the field mission;
  4. Serves as principal liaison between the programmes and the OHoM, including assigning the incoming correspondence to the programme managers for their execution, the distribution of instructions, monitoring over their implementation and providing respective recommendations;
  5. Ensures the provision of high quality translation and interpretation services for the OHoM and other offices as needed;
  6. Ensures that all the events/activities with the participation of the Senior Management are conducted in accordance with the CRMS; co-ordinates the administrative support to any activities overseen by the OHoM;
  7. Oversees organization of both internal and external meetings and drafts diplomatic and other relevant correspondence for HoM and DHoM with external and internal parties;
  8. Takes minutes of meetings organized by OHoM or otherwise requested by OHoM to attend and prepares short briefing information for HoM and DHoM before such meetings take place;
  9. Performs other duties as required.

Necessary Qualifications    
     
   
  • University degree in International Relations, Political Science, Business Administration, Logistics or other related fields;
  • A minimum of four years of relevant experience in administration, management, external communications and relations, or logistics;
  • Excellent written and oral communication skills in English, Russian and Kyrgyz;
  • Holding a valid driving license;
  • Knowledge of diplomatic protocols and procedures;
  • Computer literate with practical experience in Microsoft Office application.

Remuneration Package    
     
    Monthly remuneration, subject to social security deductions is 1567.16 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
