Background:


Following on from Albania’s transition from Communism to democracy in the 1990s and recent efforts to engage comprehensively in dealing with her Communist past, including through the Presences’ National Dialogue project on dealing with the past, this section aims to further involve the public in a discussion on rule of law and human rights violations under the communist regime and to foster the conduct of research, leading to a better-informed and facts-based discourse. While academic papers on the subject exist within Albania they are of limited scope and lacking in academic rigour. The limited capacity in Albania in many related research fields, and particularly within the field of transitional justice, has shown the need for strong guidance for researchers, including a thorough research concept developed by high-quality academics. The recruitment of a multidisciplinary team of academic experts to conceptualise education and research design and methodology in this area can help not only in the promotion of academic rigour in this field but also in helping Albania move forward in its attempts to deal with its past by encouraging further dialogue on this topic.
The Presence will contract a national consultant, who, in cooperation with three national experts with expertise in specific academic fields (field experts), will conceptualise the research project.  The national short term consultant will lead the conceptualisation exercise and will coordinate the work of the three field experts working in their respective areas. In addition, the consultant will prepare relevant materials and will present the research concept to the Head of Presence.
The national consultant will coordinate the work of the three field experts and will be the main focal point for cooperation with the Presence.

 


Tasks and responsibilities:

Under the supervision of the Project Manager and in consultation with the Head of Rule of Law and Human Rights Department (RoLHR) the national expert will be required to implement the following tasks:
1. Participate in the recruitment of and lead a small multidisciplinary team of experts from social sciences, law, history and other relevant disciplines that will deliver three main documents (see below deliverables) that will lay the foundations for a comprehensive research on understanding transitional justice mechanisms and processes that took place in Albania since the fall of the communist regime.
1.1 The consultant and the team shall advise the Head of Presence and other OSCE representatives about relevant activities that aim at building research capabilities such as development of research projects and of curricula, training programs, scientific conferences and publications tailored for specific audiences. She/ he shall be available to present the reports and to answer questions from interested academic and institutional parties.  
1.2 All deliverables (drafts) shall undergo a revision process that entail a round of consultations with academic peers and recognised Albanian experts. 

Specific tasks and responsibilities of the team-leader and the experts’ team:


2. The team-leader shall develop, together with the team; a solid and multidisciplinary methodology framework based on a literature review and agreed research topics. The methodological framework shall outline the framework of future research that will be designed and conducted during the later stages of the research project on transitional justice in Albania.
The draft methodology shall delineate the main research concepts, timeframes covered by the research and define specific areas of research, key levels of analyses focusing on context, actors’ landscape, processes and institutions; key methods for data collection and instructions for researchers (call for researchers).   
The final product shall be presented and delivered in one single document of approximately 2.500 words (without bibliography and annexes). In addition, the team shall prepare a one page summary (500 words) for publication and dissemination to a larger audience.
3. S/he shall develop, together with the team, a concept for a 1.5 days scientific conference on transitional justice in Albania. This shall include: a proposal for key topics to be addressed by the conference, the structure of the conference (including proposals for the composition of panels, workshops and side events) and suggested guests speakers (national and international scholars). The conference shall be clearly linked to the research projects designed (as above) and it should include presentations and discussion of the main findings of the research in each of the subjects and fields of study. Together with the concept for the conference the team shall prepare a call for papers / scientific contributions for the conference. 
4. Develop, together with the team, an outline for an inter-disciplinary Master programme on transitional justice including proposals (options) for the key theoretical and applied modules that will be taught as part of the courses. The Master’s programme shall be conceptualised as scientific master (MSc) and designed according the instructions of the Ministry of Education and other relevant legal and quality standards. The draft and the placement options to particular departments / universities shall be discussed / consulted with relevant academic and policy-making authorities.

 

Expected Output/Deliverables:


1.   Participate in the recruitment of the field expert, by 30 March 2018


2.   Methodology framework developed (draft 1), by 15 May 2018


3.   Conference concept developed (draft 1), by 15 May 2018


4.   Guide and participate in the consultation of the methodology and conference concept, by 30 May 2018


5.   Outline for a Masters programme on transitional Justice developed, by 15 June 2018


6.   Guide and participate in the consultation Master Programme, by 30 June 2018


7.   Consolidation / finalisation of all deliverables, by 30 June 2018

 

Necessary Qualifications:


• Advanced degree in one of the following fields; political science, sociology, or anthropology, OR multinational criminal justice and/or human rights (experience in reparations, lustration and other civil matters would be an asset), OR history (specific experience in Central and South Eastern Europe would be an asset), OR visual arts, humanities (specific experience in the field of memorialisation would be an asset).
• Minimum 5 years of professional experience in their field of expertise.
• Extensive experience working on transitional justice issues.
• Extensive experience in research and academia with experience in conceptualizing research projects.
• Experience developing and drafting curricula.
• Excellent knowledge of English including excellent communication and drafting skills.

 


Remuneration:

Remuneration will be paid in two instalments as follows:
• The first instalment of 60% of the total remuneration will be paid after the delivery of the deliverables 1- 3.
• The remaining amount shall be paid after the successful completion of all deliverables as stipulated in the Terms of Reference.
