Background | ||
The Republic of Tajikistan possesses huge untapped reserves of water and hydropower resources to be yet exploited for the economic development of the country. In particular, out of the 527 billion kWh of hydropower potential, only 3-4% is used nowadays. Given the fact that the country does not have sufficient hydrocarbon reserves and other means of energy resources, hydropower development is one of the main priorities of Tajikistan. Currently, there are about 15 large and medium-sized hydroelectric power stations, more than 200 small hydropower plants, 10 reservoirs for various purposes, three large pipeline tunnels for irrigation purposes, about 400 pumping stations, thousands of kilometers of irrigation canals as well as drainage systems to be serving water supply purposes. Ensuring the proper operation of the hydro-technical facilities in Tajikistan is highly prioritized for the avoidance of irreversible damages to infrastructure, properties, natural environment and human health. To this end, in December 2010 the Tajik government adopted a new Law on the “Safety of Hydraulic Structures.” For the implementation of this legislative document, the government has established in September 2014 the State Control Service for the Safety of Hydraulic Structures at the Ministry of Energy and Water Resources (MEWR) of the Republic of Tajikistan. The State Service is a new institution, which aims at regulating the safety of hydraulic structures within the territory of Tajikistan, as well as enforcing the state control in these systems. For the last few years, OSCE Programme Office in Dushanbe (POiD) supported MEWR in hiring a group of national experts to develop rules for the establishment and capacity building of the State Service. A series of normative and legal documents were developed and revised. The developed documents have been submitted to the MEWR and Ministry of Justice for further consideration and approval. In this context, the OSCE POiD will continue to assist the State Service in the development of the enhancing regulatory basis. Objective: In 2016 and 2017 the Office supported a group of national experts with purpose to revise the earlier developed documents and develop the new necessary ones. The developed documents have been submitted to the MEWR and Ministry of Justice for further consideration and approval.
