Background | ||
OSCE Mission to Skopje (OMSk) is implementing the Extra Budgetary (EXB) Project “Reduction of the Risk for Proliferation of Weapons and Ammunition in the Former Yugoslav Republic of Macedonia”. The project aims to assist the Host Country (HC) to implement international commitments and contribute to security and stability in the region with increasing the security of the existing Stockpiles of Conventional Ammunition (SCA) of Small Arms and Light Weapons (SALW), managed by the Ministry of Internal Affairs (MoIA). Project Coordinator leads the Project Implementation Team (PIT) with the professional support and assistance of consultants. With the aim to strengthen the PIT’s capacity related to above mentioned EXB project, the OMSk would like to engage a National Consultant on Stockpile Management (hereafter incumbent) under Special Service Agreement (SSA) contract modality, who will support the development of the Standard Operational Procedure (SOP), particularly by drafting the provisions of the SOP and providing inputs for harmonization of the draft SOP with the national and international best practices. |

Tasks and Responsibilities | ||
Under the guidance of the Project Coordinator (PC), in cooperation with the members of the Project Implementation Team (PIT) and the established Working Group (WG), the incumbent will carry out a range of tasks related to the project‘s implementation with regards to the development of the SOP on SALW/SCA at the MoIA. The SOP will provide guidance to the MoIA personnel on how to use the physical and Information and Communication Technology (ICT) security tools in a standardized and unified way by detailing and regulating the proper use of implemented security measures, weapon hand-overs, inventory and weapon safety systems. More specifically, the incumbent will: 1. Become familiar with the relevant documents (regulative framework) which are required for performing the tasks appropriately. 2. Elaborate the draft agenda, the discussion points and the recommended methodology for the WG meetings. 3. During the WG meetings, offer advice about the proper and standardized use of the implemented security measures such as the physical and ICT security tools, about the principle of safe and secured storage including the handover and inventory of SALW/SCA. 4. Provide guidance for the WG members on the development of the SOP, and take notes about the discussions and the outcomes of the sessions. 5. Together with the International Consultant, give advice about the proper and standardized use of the implemented security measures, about the principle of safe and secured storage of SALW/SCA. 6. Based on the discussions and recommendations of the International Consultant and the WG members, incorporate international best practises in the SOP. 7. Based on the discussions and recommendations of the WG, elaborate and develop the SOP. |

Necessary Qualifications | ||
• Citizenship of the former Yugoslav Republic of Macedonia • Bachelor degree in police, security, military or legal science • Minimum 10 years’ experience as a law enforcement officer • Strong knowledge and comprehension of international and national regulations and best practises related to SALW/SCA • Excellent verbal and written communication skills in Macedonian and in English • Ability to gather and interpret information from various sources • Proven record of working with minimal direct supervision, exercising independent judgment and taking initiative in a number of complex and sensitive areas • Strong analytical and interpersonal skills • Knowledge about SALW/SCA at the MoIA is an advantage • Relevant experience in developing SOPs, regulations, rulebooks, guidance etc. with national and/or with international organization is an asset |

Remuneration Package | ||
For the services provided, the National Consultant will be remunerated at the rate of 100 EUR per diem. The period of engagement is from 24 July 2018 to 30 November 2018. The total engagement will be 45 working days (including 15 office/field work and 30 home-based work), with the following distribution per months: • July-August 2018: 24 days • September-November 2018: 21 days Payment will be done in two instalments, one at the end of August, and final at the end of November, upon successful completion of relevant activities. |
