Background    
     
   

In the period of 2017-2019, OSCE has been supporting the designated Tajik authorities in updating national normative framework in the field of export control. The assistance was based on the Organization’s partnership with the Tajik Government in relation to the implementation of UN Resolution 1540, being duly coordinated with OSCE’s CPC, POiD and the US Export Control and Related Border Security (ExBS) Programme. The overall aim was to improve the country’s normative framework and inter-agency coordination mechanisms in the field of export control, to determine and develop clear preventive and response mechanisms to potential chemical, biological, radiological and nuclear (CBRN)-related incidents (including those at border checkpoints), and  to highlight links between various export control actors, including the country’s CBRN identification centres.   During the assignment with the OSCE, the contracted international experts have been closely working with the national working group led by Tajikistan’s Ministry of Economic Development and Trade (MEDT), to make Tajikistan’s export control system closer aligned to internationally accepted standards. The development of the country’s lists of dual-use goods, the identification of a national coordinating body of Tajikistan on issues of export control and the development of the country’s roadmap document on improving Tajikistan’s export control system are some of the notable results achieved to date. The latter has been approved in June 2020 by the MEDT in its capacity as the national coordinating body of Tajikistan on export control.

Objective

Considering that and based on the formal assistance request from Tajikistan’s MEDT, the Office plans to involve national expert assistance this year, to help the MEDT in finalizing amendments to Governmental decrees on the Commission on Export Control and on Order of implementation of export control of dual use goods in Tajikistan. It is planned to involve one national expert with sound knowledge and experience in the related field, who is well familiar with the agenda and modalities of the task.

     
Tasks and Responsibilities    
     
   

The expert will be responsible for the following:

  • Provision of  expert advice to the MEDT responsible staff in ensuring compliance of the adjusted documents with international export control regulations and best practices;
  • Jointly with the responsible MEDT staff, liaison with members of Tajikistan’s national working group on export control in the harmonization of documents between the designated national structures (through joint meetings and discussion sessions) and finalization of documents with consideration of the group’s joint recommendations;
  • Act as liaison point between MEDT team and POiD programmatic staff.

Deliverables

  • Progress reports submitted at the end of each contractual month;
  • Copies of the finalized documents submitted by the expert to the responsible officer in the POiD.
     
Necessary Qualifications    
     
   
  • University or equivalent degree in economics and/or law studies;
  • Excellent knowledge of Tajik and international export control procedures;
  • Minimum 3 years of practical experience in the area of exports control in a national or international organization functioning in Tajikistan;
  • Excellent knowledge of Tajik and Russian languages, knowledge of English is an asset;
  • Computer literacy, ability to work in the MS Office environment.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
