Background    
     
   

On 18 July 2016, “Law Enforcement Reform Measures” were adopted by the President’s decree. For the implementation of the foregoing President’s decree five working groups were established under the Government of the Kyrgyz Republic. The Government and the Security Council of the Kyrgyz Republic have officially approached the OSCE POiB to provide consultative, methodological, logistical and technical support for the working groups. To provide a thorough planned assistance, an SSA consultant needs to be hired to carefully measure and assess the progress of the reforms and to advise on the possible impact of OSCE assistance to the reform process.

The MPR vehicles used in Kyrgyzstan have become an important factor in ensuring public safety and outreach to communities, ethnic minorities and other vulnerable groups like women, children and the disabled. The continued support of the MPRs is thus imperative for public safety and crime prevention, as they have proven to be one of the most effective instruments of community-based policing. Expansion of MPRs to all regions of Kyrgyzstan is one of the fundamental practical tasks of the on-going police reform. During the implementation of the CSI Project, the OSCE donated a total of 18 MPR vehicles to the police (MoI) in the areas of responsibility of the former CSI project, mostly in the southern provinces. These mini-busses are used to create mobile police offices that were able to travel to remote villages and neighbourhoods that had previously lacked any permanent police presence (stations or posts) and police services. 

In 2017 an MPR Monitoring and Co-ordination Centre has been established under the Ministry of Interior to ensure effective co-ordination, monitoring and evaluation. In 2018-2020, the POiB has considerably supported expansion and improvement of MPR activities. Thus, through UB Community Policing Project, MPR activities were expanded to new territorial police departments in Naryn, Talas, Issyk-Kul, Chuy, Jalal-Abad, Osh and Batken provinces.

     
Tasks and Responsibilities    
     
   
  1. Liaise closely with MoI management and other responsible Government institutions in order to ensure coordination of ongoing police and overall law enforcement reform planning and implementation.
  2. Participate as an expert in the relevant working groups activities and provide consultancy support in obtaining the expected results in line with democratic standards such as efficiency, transparency and accountability.
  3. Provide support in enhancing and maintaining better co-operation with the MoI, Security Council, Government, Parliament and civil society.
  4. Conduct mentoring and joint monitoring of the MPR activities together with Public Safety Department officials of the MoI. Also, provide consultative support and recommendations to improve the work of MPRs, internal procedures of the MoI that regulate the work of MPRs.
  5. Liaise with the MoI and organize MPR donation ceremonies of new MPRs.
  6. Conduct induction courses for new MPR crews.
  7. Enhance the capacity and the work of the Association of the MPR local public councils. Also, co-ordinate the work of MPR local public councils and their co-operation with the local police departments.
  8. Conduct training sessions for community policing officers and juvenile delinquency inspectors on democratic policing principles.
  9. Provide training courses for local government authorities, LCPCs, civil society and local communities on the usage of MPRs.
  10. Support the work of the Kyrgyz Association of the Women in Security Sector and Kyrgyz Association of Women Police. In particular, contact all the law enforcement agencies, help to organise conferences/ round-tables, identify participants, communicate with the participants, develop the agenda and moderate the sessions/round-tables/conferences, provide consultative support to the members of both Associations on improving the effectiveness of their work.
  11. Perform other related duties as requested.

Deliverables

  1. Proposals on the steps to be taken and draft documents for reforming the law enforcement, detailed reports on the activities, related to reforms, and their results to be provided on a monthly basis.
  2. Detailed reports after each MPRs month of operation should be provided (in Russian).
  3. Monthly reports on implemented deliverables using the OSCE POiB provided templates by 25 of each month within contracting period should be provided (in Russian).
  4. Other relevant reports after completion of activities should be provided (in Russian).
     
Necessary Qualifications    
     
   
  • Minimum 15 years of professional experience in policing and developing legal acts at the national and/or international level;
  • Excellent knowledge of Kyrgyz and Russian languages including excellent communication and drafting skills;
  • Solid experience of working with national authorities, civil society and international organizations on the MoI institutional development;
  • Experience of working with the OSCE POiB PMD/Police Section is desirable;
  • Monitoring and Evaluation skills;
  • Previous work experience with international organisations and international projects;
  • Excellent communication skills.

Remuneration Package    
     
   

As remuneration for services provided bó the Consultant, the OSCE shall ðàó the Consultant a total amount of EUR 9,000. Payments shall be via bank transfer in equal instalments of EUR 900 on a monthly basis for 12 working days performed by the consultant each month. The payment is due upon submission by the Consultant of the deliverables and monthly reports specified in the Terms of Reference and upon receipt of invoice and certification that the services have been successfully performed.

In case the Consultant will be required to undertake official travel on behalf of the OSCE, all the costs related to transportation, terminal allowances, DSA shall be covered separately by the OSCE in accordance with the OSCE rules and regulations. Also the contract is subject to the approval of the 2021 OSCE UBP.
