Background:

The National Multimedia journalist will be responsible for a co-production with Albanian Public Broadcaster (Radio

Televizioni Shqiptar) of four historical documentaries. These will be broadcast during a 4 month period (September-

December 2017) by RTSH. Since Albania’s change of system from Communism to Democracy in the early 1990’s,

the country has marked slow progress in establishing a broader framework in which to engage comprehensively with the

legacy of rule of law and human rights violations within its communist past. A gap in knowledge between the generation

that lived through the communist regime and the generation born after it ended is a barrier to an inclusive national

dialogue about the past. In the framework of its project “Supporting a platform for national dialogue about the human

rights violations of Albania’s former Communist regime, Phase II”, the OSCE Presence in Albania (the Presence) will

support Albanian Public Broadcaster (Hereafter RTSH) by providing external expertise for the production of

documentaries which relate different aspects of life and suffering under the communist regime in Albania. The aim is to

further enhance the discussion on human rights violations under communist regime.

Objective:The documentaries will research, develop and illustrate different aspects of life during communist period

through real human stories, bringing the historic facts to the public through a personal angle. Part of RTSH operational

staff will be involved in the production with the objective of enhancing this way RTSH on producing documentaries by

itself. The documentaries will have a personalized approach by including specific research and interviews with

testimonies of the story told. The documentaries will be broadcast by Albanian National Broadcaster aiming at reaching a

broad audience, promoting discussion and reconciliation in the society with regard to the grievances of the past.

 

Tasks and Responsibilities:

In collaboration with a crew from RTSH and using RTSH’s equipment and studios, the expert will be expected to:

1) Archive research on different features of the life during communist.

2) Identify the story to be told in collaboration with RTSH and agreed with OSCE Presence in Albania.

3) Reconstruct human stories from the communist past.

4) Identify relevant testimonies related to the stories to be told, conduct and record interviews with them. 5) Produce

documentaries of duration between 45 to 60 minutes, in Albanian language, HD format, with an Aspect Ratio 16:9 and

colourful images(apart archive footage).

6) Post-production of the above-mentioned documentaries.

7) Include operational staff in every step of the process in order to train them on this regard.

 

Expected Output/Deliverable:

Four documentaries based on four different relevant real life stories during the communist

period of Albania, delivered in USB or external hard drive:

•1st documentary produced in the way and quality specified in the section Task and Responsibilities and intellectual

property (written contract/agreement) will be handed over to RTSH latest by 13 September 2017.

•2nd documentary produced in the way and quality specified in the section Task and Responsibilities and intellectual

property (written contract/agreement) will be handed over to RTSH latest by 1 October 2017.

•3nd documentary produced in the way and quality specified in the section Task and Responsibilities and intellectual

property (written contract/agreement) will be handed over to RTSH latest by 1 November 2017.

•4th documentary produced in the way and quality specified in the section Task and Responsibilities and intellectual

property (written contract/agreement) will be handed over to RTSH latest by 1 December 2017.

 

Necessary Qualifications:

• At least five year experience in producing documentaries

• Experience in researching, publishing and TV producing;

• Must have a strong understanding of multi-platform journalism including how to shoot, write and edit stories, video

and photographs

• Investigative work a plus.

• Professional knowledge in human rights issues during communist regime

• Participation in public discussion on the communist past of Albania is a plus

• Good communication skills

• Albanian Nationality

 

Remuneration Package:

The selected expert will receive remuneration for their work in the amount of 2500 Euros per each documentary for four

documentaries (total of 10 000 Euros).

The expert will be paid in instalments, after submitting to OSCE Presence in Albania the certification from RTSH that

states that the documentary has been delivered. Also the expert should provide a signed agreement with RTSH that

states clearly the intellectual properties.
