Background    
     
   

In line with its activities related to e-governance and Trade Facilitation and as a follow-up activity from 2018 and 2019, the OSCE Programme Office in Dushanbe (POiD) intends to support the Ministry of Economic Development and Trade of the Republic of Tajikistan (MEDT) in improving the Tajikistan’s Trade portal of the Coordination Committee for the Simplification of Trade procedures. The Trade Portal’s launch took place in April 2019 and is available for the public. This tool is aimed to facilitate trade and investment operations for foreign and domestic representatives of private sector. The electronic tool allows publishing detailed online information on trade procedures in Tajikistan. Procedures will be described step-by-step and show all relevant contacts, forms, requirements, costs, duration, ways of recourse and legal basis. The activity will be implemented for the period of August-December 2020 and includes provision of support to the MEDT by the POiD through hiring one National expert to expend and improve the existing platform by updating and adding the necessary information into the portal. 

Objective

The OSCE Programme Office in Dushanbe therefore requires the services of the National consultant to support the MEDT to expend and improve the existing Tajikistan’s Trade Portal by updating and adding the necessary information into the portal for the period of August-December 2020.

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the POiD Economic Officer and the Head of WTO Affairs Department of MEDT, the National expert will closely work with the Coordination Committee for the Simplification of Trade procedures of the MEDT and other relevant stakeholders and will be responsible for following tasks:

  • Update Tajikistan’s Trade Portal (Trade partners, producers, laws, documents and others) by Prepare daily updating and maintenance of the Content Management System of the Tajikistan Trade Information Portal;
  • Provide recommendation on reducing of steps of export, import, transit, re-export and re-import procedures of the Tajikistan Trade Portal;
  • Cooperate with the private sector representatives on recommendation for reduction of the reduce steps and inclusion of new types of goods;
  • Regularly collect data, including through field visits and register it in the trade information portal;
  • Conduct quality control of the information registered in e-Regulations;
  • Publish new types of export, import, transit, re-export and re-import goods to the Trade Portal of Tajikistan in English, Russian and Tajik languages;
  • Analyse Tajikistan Trade Portal (quarterly). Based on consultations with the relevant agencies, respond to the needs and queries that users leave in the Portal;
  • Translate documents in Tajik, Russian and English languages;
  • Provision of monthly report to the OSCE POiD on the work done related to Tajikistan’s Trade portal.

Deliverables:

  • Updated Content Management System of the Tajikistan Trade Information Portal carried out;
  • Published new step-by-step guidelines on procedures for  import or export operations for at least 5 categories of goods at the portal;
  • Elaborated recommendations on reduction of steps and procedures for export, import, transit and , re-export and re-import goods in the Trade portal;
  • Monthly progress report and final report, comprising of detailing activities undertaken and outlining progress achieved in relation to the objectives of assignment, also stating challenges and constraints. The report should be submitted to the Economic Officer of OSCE POiD and the Head of WTO Affairs Department of the MEDT.
     
Necessary Qualifications    
     
   
  • University degree in programming or other relevant profiles;
  • Minimum three years of work experience in the field of IT and programming;
  • Knowledge of current web developments technologies and necessary programming languages;
  • Experience in web site development, its maintenance and update, processing and collecting information;
  • Proven experience in designing and implementing high quality guidelines and publication in the relevant field;
  • Ability to deliver results through home-based tasks as well as to travel to regions, if needed;
  • Experience in report writing;
  • Excellent communication skills and teamwork;
  • Fluency in Tajik and Russian. Knowledge of English language is an asset.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
